At the request of the leaders of the Ministry of Industry and Trade, the provinces and cities will receive the original status (people, assets, and transitional investment projects) from the Market Management Departments.
According to the Government's plan to orient, arrange and streamline the organization, the Ministry of Industry and Trade will end the general department model with the General Department of Market Management. It is expected that the Department of Domestic Market Surveillance Management will be established, based on the functions, tasks and apparatus of the General Department of Market Management and the Domestic Market Department. 63 local Market Management Departments will be transferred to the People's Committees of provinces and cities, expected to follow the branch model under the Department of Industry and Trade.
At the industry and trade sector review conference on December 23, Minister of Industry and Trade Nguyen Hong Dien said that the Party Committee and the ministry's leaders requested the leaders of the People's Committees and Departments of Industry and Trade of provinces and cities to receive the Market Management Departments in their original state after receiving an official decision from the competent authority. The takeover will include people, assets, and investment projects transferred from local market management units.
"This is urgent so that the new model of the market management force can soon operate stably, ensuring the function of market inspection and supervision," said Minister Nguyen Hong Dien.
According to Mr. Nguyen Hong Dien, at the end of the year and the occasion of Tet At Ty 2025, the commodity market will be very vibrant, making it easy for violations to arise in production and business. Therefore, all market management activities must remain normal, and there must be no loopholes in management.
The General Department of Market Management (under the Ministry of Industry and Trade) was established in 2018, on the basis of upgrading from the Market Management Department. Currently, the structure of this force is organized vertically. Specifically, the provincial and municipal market management departments will be directly managed by the General Department. Teams at the district and county levels... are managed by the local departments.
In addition to eliminating the general department model, according to the Project on streamlining the apparatus submitted by the Ministry of Industry and Trade to the Government, the number of focal points of this agency will be reduced from 28 units to 23, a decrease of 5 units, equivalent to 17.8%.
Minister Nguyen Hong Dien said this was a difficult, complicated, and sensitive task but could not be delayed any further. He requested that the Party Committees and leaders of the units under the ministry strictly implement the policy on reorganizing and streamlining the apparatus.
According to him, the Ministry of Industry and Trade determined that the restructuring of the apparatus is necessary immediately but must ensure objectivity, democracy, and science. This is to ensure a streamlined and effective apparatus, instead of just a mechanical arrangement. "This is a policy to reduce overlap and ambiguity in functions and tasks between units," he said, adding that the units "absolutely must not lose internal solidarity, compare, or be negligent in performing public duties."
The leaders of the Ministry of Industry and Trade reminded their subordinates about handling finance, budget, public assets and transitioning management of investment projects during the restructuring process. In addition, units must proactively review and propose mechanisms and policies suitable for the new apparatus to ensure that "this model must be better than the old one".
"The new model must be put into operation immediately, without interruption of work, gaps in time, or areas of responsibility," Mr. Dien added.
This year, the market management force inspected and examined 68,280 cases, down 5% compared to the same period in 2023. This force detected and handled 47,135 violations, down 10% compared to the same period in 2023. Along with that, 178 cases with signs of crime were transferred to the investigation agency. Through handling violations, the market management collected over 541 billion VND for the budget, up 8% compared to the same period last year.
