Deputy Prime Minister Nguyen Hoa Binh said the restructuring and innovation of the political system's organizational structure will affect about 100,000 people.
On the morning of December 21, the Ministry of Home Affairs held a national online conference to review work in 2024 and deploy tasks for 2025.
The conference is held in both in-person and online formats.
Attending the conference at Hai Duong province were Vice Chairman of the Provincial People's Committee Nguyen Minh Hung and leaders of a number of departments, branches and localities.
In her opening speech, Minister of Home Affairs Pham Thi Thanh Tra said that 2024 is a year of special importance, a year of "acceleration" for the entire Party, army and people to fulfill the goals of the Resolution of the 13th National Party Congress.
Assessing 2024 as a truly remarkable year in all aspects of the work of the home affairs sector, Minister Pham Thi Thanh Tra outlined 8 most prominent points. In particular, focusing on advising the Government Steering Committee to implement the plan to rearrange and streamline the Government apparatus in accordance with the direction of the Central Steering Committee with an unprecedentedly large workload.
Up to now, all related reports and projects submitted to the Politburo and the Central Steering Committee have been basically completed, ensuring progress and meeting the requirements and directions of the Central Committee.
Speaking at the conference, Permanent Deputy Prime Minister Nguyen Hoa Binh commended and acknowledged the outstanding results and clear changes in the work of the home affairs sector in 2024.
The Deputy Prime Minister agreed with the key tasks of the home affairs sector in 2025.
Emphasizing the task of advising and implementing the streamlining of the apparatus, Permanent Deputy Prime Minister Nguyen Hoa Binh requested to evaluate and select the right officials in the streamlining of the administrative apparatus.
"We need to continue thinking about how to properly evaluate cadres, eliminate lazy people in the apparatus, and attract talented people to the public administration. Because no matter how scientific and streamlined the apparatus is, its effectiveness and efficiency must be decided by the people. How to combine streamlining with reshaping the squad, selecting the elite, those who are truly dedicated, truly contributing, experienced, and courageous," Deputy Prime Minister Nguyen Hoa Binh emphasized.
The Deputy Prime Minister noted that when merging agencies and units, it is necessary to choose good people to take on functions and tasks, improve the operational efficiency of the agencies and units, and not choose bad people who will drag down and reduce the efficiency of the agencies and units.
Informing that he had held many meetings with leaders of the Ministry of Home Affairs and advisory agencies on policies and regimes for officials and civil servants, comrade Nguyen Hoa Binh informed that on December 21, he would submit to the Politburo for approval the policies and regimes when implementing the restructuring and streamlining of the apparatus. The number of people affected is probably the largest ever, about 100,000 people. If accepted, this is a unique, outstanding and powerful policy.
In the task of streamlining the apparatus, Party agencies will take the lead and set an example. Along with the arrangement and streamlining of the apparatus, it is necessary to focus on amending and perfecting institutions and legal regulations so that the new apparatus can operate. In particular, the advisory and implementation role of the internal affairs sector is very important.
In the coming time, the Ministry of Home Affairs will take over a number of tasks from the Ministry of Labor, War Invalids and Social Affairs in new areas. The Deputy Prime Minister noted that these are important tasks with heavy workloads that require efforts and determination to carry out. The Deputy Prime Minister believes that the Home Affairs sector will strive to successfully complete key tasks in 2025.
