On the morning of October 2, the Provincial National Assembly Delegation supervised the implementation of policies and laws on market management in Hai Duong province for the period 2019-2023 at the Provincial Market Management Department.
According to the report at the monitoring session, in the period of 2019-2023, the Provincial Market Management Department inspected 4,654 cases, handled 3,576 cases of goods violations with a total fine of 26.6 billion VND. The implementation of market management measures, inspection and handling of violations were carried out in accordance with the procedures and regulations of the law.
Comrade Tran Van Toan, Director of the Market Management Department of Hai Duong province, pointed out the difficulties and obstacles in implementing policies and laws in market management. The current staffing of the Market Management Department of Hai Duong province is too small (52 people), affecting the effectiveness of public service implementation, especially in the context of the increasing number of sudden directives from all levels, arising according to market developments and seasonal characteristics. Violations related to e-commerce are developing rapidly, complicated, difficult to manage, difficult to identify subjects, warehouses, even cross-border and difficult to trace.
Some legal documents are not highly predictive and have not kept up with the rapid and complex developments of the market. Some products on the market such as electronic cigarettes and “laughing gas” (N2O gas) do not have clear regulations on handling, causing difficulties for market management forces in the process of inspection and handling violations.
The facilities of the Market Management Department of Hai Duong province are currently degraded and have not been repaired or upgraded, affecting the working conditions of civil servants and inspectors. The means of transport used for work are old, broken, and expired and cannot be used anymore, but have not been replaced.
Speaking at the monitoring session, Comrade Nguyen Thi Viet Nga, Deputy Head of the Hai Duong Provincial National Assembly Delegation, highly appreciated the results of the market inspection and control work of the Hai Duong Provincial Market Management Department in the period of 2019-2023. She suggested that the Hai Duong Provincial Market Management Department should continue to do a better job of coordinating with agencies and units to control the market. The Provincial National Assembly Delegation will accept the Department's proposals so that in the next session, it can recommend the National Assembly to consider, amend and replace documents and policies to suit the practical situation in market management.
