The Ministry of Home Affairs advises competent authorities on a roadmap for reforming salary policies and ensuring income for cadres, civil servants and public employees.

Minister of Home Affairs Pham Thi Thanh Tra clarified the opinions of National Assembly deputies.

Explaining issues that delegates were concerned about related to the field of internal affairs at the 5th Session of the 15th National Assembly on the afternoon of May 31, Minister of Internal Affairs Pham Thi Thanh Tra said that there is a situation where a number of officials and civil servants are evasive, irresponsible, and afraid of making mistakes in performing their duties.

Protecting cadres who dare to think and dare to do

Assessing this current situation, it is not only happening individually but also in many localities, some central ministries and branches, among a group of civil servants, in socio-economic activities. Minister Tra cited the most obvious evidence in the fields of public investment, land management, real estate, procurement of public equipment, administrative procedures for investment in business development, provision of direct services related to people and businesses...

“This situation has delayed and stalled public service activities, eroded and weakened the trust of people and businesses in state agencies, hindered development motivation and resources, and affected all aspects of social life, especially the country's socio-economic development goals, in the context of our country's current difficulties,” said the Minister of Home Affairs.

Having analyzed the causes of the above situation and reported to the National Assembly the groups of solutions and key tasks, Ms. Tra affirmed that more than ever, it is necessary to change to raise awareness and responsibility for cadres and civil servants in each agency and unit, focusing on political education, ideology and public ethics; immediately and drastically rectify to seriously implement the Party's Resolutions on Party building and rectification associated with the responsibilities of Party members, cadres and civil servants and seriously implement the Directive of the Government and the Prime Minister on strengthening discipline in State administrative agencies, handling the work of ministries, branches and localities.

In addition, the Ministry of Home Affairs also advises competent authorities on a roadmap for reforming salary policies and ensuring income for cadres, civil servants and public employees; clearly defining the responsibilities of heads of agencies and organizations in performing public duties; mobilizing the entire political system to participate synchronously to implement solutions with the highest sense of responsibility, determined to break the mentality of fear of mistakes, fear of responsibility and inaction in performing public duties.

In addition, the Minister of Home Affairs also reported to the National Assembly on solutions for administrative procedure reform, in which the Ministry advised the Government and the Prime Minister to have more synchronous, specific and drastic solutions to promote administrative reform in general as well as administrative procedure reform, removing difficulties and obstacles for investment enterprises as well as for development.

Affirming that it will advise on institutionalizing the Party's policy on encouraging the protection of cadres, innovation, daring to think, daring to do, daring to take responsibility for the common good, according to Ms. Tra, the Ministry of Home Affairs has consulted with ministries, branches, experts, 63 provinces and cities, and the Ministry of Justice's appraisal opinion, but due to legal and authority issues, it has reported to the Government Party Committee to report to the competent authority. If necessary, it will report to the National Assembly to issue a pilot Resolution to protect cadres who dare to think, dare to do, be dynamic and creative.

Salaries of civil servants are still quite low.

Discussing the salary policy for officials and civil servants, Delegate Vu Thi Luu Mai, National Assembly Delegation of Hanoi City, said that next October, as planned, the Government will submit to the National Assembly a plan for comprehensive salary reform.

Emphasizing that this is an important policy for economic development, the Delegate assessed that the salary of civil servants at the present time is quite low.

Ms. Mai gave a comparison figure with other countries in the region, the average salary of a Vietnamese civil servant is around 10 million VND, while if converted to Vietnamese currency, civil servants in Thailand earn 56.7 million VND; Malaysia earns 29 million VND and Cambodia earns 17 million VND.

“Voters are very interested in this, when implementing salary reform, how much the increase will be; there needs to be fundamental, substantive changes, not just formal ones, so that salary truly becomes the main source of income, so that salary policy ensures international integration,” said Delegate Mai.
