Prime Minister Pham Minh Chinh requested the Ministry of Planning and Investment to take the lead in innovation, perfecting the socialist-oriented market economic institution, attracting resources for development, innovation, and digital transformation.
On the morning of December 28, attending the conference to review the work of 2024 and deploy the plan for 2025 of the planning and investment sector, Prime Minister Pham Minh Chinh requested the sector to implement "5 pioneers" to accelerate, break through, and successfully achieve the goals in 2025 and the entire 2021-2025 term.
The conference was held directly at the National Innovation Center (Hoa Lac, Hanoi), online with connecting points in 63 provinces and centrally run cities. Attending the conference were leaders of central ministries, branches and leaders of centrally run provinces and cities.
With its position and role as a comprehensive and strategic advisory body of the Party and State, in 2024, the Ministry of Planning and Investment promptly researched, monitored, evaluated and closely forecasted the situation in order to actively advise the Government and the Prime Minister on solutions that are scientifically and practically based, focused, deep and flexible, and suitable for short-term and medium-term requirements to achieve the goals of socio-economic development, economic growth, promoting public investment disbursement, regional linkages, digital transformation, innovation and business development.
The Ministry of Planning and Investment was assigned to implement 61 projects out of a total of 345 projects assigned to ministries, ministerial-level agencies, and government agencies. To date, the ministry has basically completed the projects and tasks assigned by the Government and the Prime Minister in the work program.
The Ministry of Staff has the authority to issue or issue under its authority 2 laws, 5 resolutions of the National Assembly, 9 decrees of the Government, 14 circulars, 8 resolutions of the Government, 6 directives of the Prime Minister; acts as the standing body or focal point for 7 working groups to inspect, urge, remove difficulties and obstacles, promote disbursement of public investment capital at ministries, central agencies and localities, 26 working delegations of Government members on the situation of production and business, public investment, infrastructure construction and import and export in localities, 6 regional coordination councils and many other steering committees.
Along with that, the Ministry of Planning and Investment is the permanent member of the Appraisal Council and has organized the appraisal of 4 provincial plans, 2 national target programs, 3 important national projects, 39 major programs and projects under the Prime Minister's authority to approve investment policies; completed and submitted to competent authorities many major projects and reports, and issued nearly 14,000 documents related to the fields under the functions and tasks of the Ministry of Planning and Investment.
In addition to effectively implementing the work of building and perfecting institutions, policies and laws, the Ministry of Planning and Investment advises on the implementation of the 2024 Socio-Economic Development Plan; promotes the improvement of the business environment, enhances national competitiveness and supports the development of enterprises and business households; actively supports enterprises, small and medium enterprises, and business households; strives to promote startups and innovation; coordinates to promote the construction of innovation centers, international financial centers, and free trade zones in a number of localities.
The Ministry of Planning and Investment plays an important role in promoting the attraction of foreign direct investment (FDI). As a result, by the end of November 2024, FDI attraction reached more than 31 billion USD, realized FDI capital reached more than 21 billion USD, an increase of more than 7%, the highest in many years, in which many large technology corporations in the world decided to cooperate and invest in Vietnam.
The Ministry of Planning and Investment has presided over and coordinated with relevant ministries and localities to research and develop plans for 6 regions for the Prime Minister to approve; advise the Prime Minister to issue plans to implement the planning of the regions. At the same time, the ministry plays an important role in developing provincial planning for the 2021-2030 period, with a vision to 2050, with 62/63 provinces and cities approved, announced and implemented.
In 2025, the planning and investment sector will continue to direct and operate resolutely to complete projects and tasks assigned by the Government and the Prime Minister; promptly advise on appropriate solutions and policies to effectively implement the goals and tasks of the socio-economic development plan; advise the Government and the Prime Minister to direct the implementation of long-term goals, promote the implementation of three strategic breakthroughs, improve productivity, quality, and efficiency of production and business activities, improve the business environment, enhance national competitiveness, and encourage startups and innovation.
Among them, reviewing and evaluating implementation results, proposing specific solutions on growth model innovation, effective implementation of international economic integration, private economic development, orientation to attract foreign investment, regional development, industrialization and modernization in the 4.0 industrial revolution; promoting administrative procedure reform; cutting and simplifying regulations to facilitate businesses and investors to easily enter the market; focusing on regional socio-economic development and strengthening regional connectivity; accelerating disbursement of public investment capital; speeding up the construction progress of important and key national works and projects.
After local leaders shared experiences, lessons and the role of the planning and investment sector in socio-economic development, especially in perfecting institutions, removing bottlenecks, attracting investment, promoting economic development, establishing and managing planning; on behalf of the Party and State leaders, presenting noble awards of the Party, State and Government to collectives and individuals of the Ministry of Planning and Investment, speaking at the conference, Prime Minister Pham Minh Chinh clearly stated the role, position, importance and formation and development process of the planning and investment sector.
The Prime Minister affirmed that over nearly 80 years of establishment and development, the planning, investment and statistics sector has always excellently fulfilled its mission of advising the Party, State and Government, affirming its pioneering role in socio-economic development and national construction.
According to the Prime Minister, in 2024, in the context of many difficulties and challenges, thanks to the wise and timely direction of the Party, the direct and regular guidance of the Politburo and the Secretariat; the companionship of the National Assembly; the drastic direction and management of the Government and the Prime Minister; the participation of the entire political system, people, business community and the help of international friends, our country's socio-economic situation continues to recover positively, each month is better than the previous month, each quarter is higher than the previous quarter, and in general, the whole year of 2024 will reach and exceed all 15 main targets.
The Prime Minister affirmed that these general results have very important and effective contributions from the planning, investment and statistics sector. Among them, the planning, investment and statistics sector has performed well the role of a strategic-level advisory agency, a focal agency, and a macroeconomic coordination agency; contributed to perfecting institutions and policies on economic management; established national, regional and provincial planning; promoted disbursement of public investment capital; actively contributed to improving the business investment environment, developing enterprises and attracting foreign investment, especially large technology investors; promoted startups and innovation.
On behalf of the Government, Prime Minister Pham Minh Chinh highly appreciated and commended the efforts and remarkable results of all leaders, civil servants, public employees, and workers in the planning-investment and statistics sector, which have made important contributions to the socio-economic development achievements of our country in 2024 and over the past nearly 80 years; at the same time, he pointed out a number of limitations that need to be overcome such as: not fully tapping resources, not promoting potential, strengths, and advantages for development. Coordination with ministries, branches, and localities is still sometimes and in some places not tight; decentralization and delegation of authority need to be stronger; investment is still scattered.
Pointing out lessons learned in directing and managing socio-economic development in general and in the planning-investment and statistics sector in particular, the Prime Minister said that implementing Resolution No. 18-NQ/NQ of the 12th Central Committee, in which the Ministry of Planning and Investment will merge with the Ministry of Finance, but will not abandon any functions, tasks, or powers of the ministries currently performing, "The Party has directed, the Government has agreed, the National Assembly has agreed, the people have supported, the Fatherland has expected, then we only discuss and do, not discuss backtracking."
Pointing out that in 2025, the world and regional situation is forecast to continue to develop very complicatedly and unpredictably; domestically, difficulties and challenges outweigh opportunities and advantages; in order to accelerate, break through, reach the finish line, and successfully implement the goals in 2025 and the entire 2021-2025 term, the Prime Minister requested the planning and investment sector to implement "5 pioneers."
Specifically, pioneering in innovation, with sharp thinking, quickly grasping emerging issues of the world and the country and having a long-term vision, thinking deeply, doing big things; pioneering in building and perfecting the socialist-oriented market economic institution and organizing implementation; pioneering in mobilizing and attracting all resources for development; attracting foreign investment, developing new economic models, new industries; pioneering in innovation, digital transformation, green transformation, creative economy, digital economy, night-time economy associated with economic restructuring; pioneering in state statistics and building national data, making policies based on data.
Prime Minister Pham Minh Chinh directed the planning and investment sector to continue to do better in planning and macroeconomic coordination; proactively develop socio-economic development scenarios in 2025 and the coming time; closely monitor developments in the regional and world situation; strengthen forecasting and warning work; promptly update socio-economic development scenarios; closely coordinate with ministries and branches in macroeconomic coordination to promptly advise and propose solutions to remove difficulties and obstacles, promote growth and control inflation, stabilize the macro economy; at the same time support and remove difficulties for businesses and people, promote production and business.
Stating that by 2025, 3,000 km of expressways must be completed; construction of the Lao Cai-Hanoi-Hai Phong standard gauge railway must be started; preparation for investment in the North-South high-speed railway; urban railways in Hanoi, Ho Chi Minh City, major seaports and airports; maximum exploitation of space, sea space, underground space..., the Prime Minister requested the Ministry of Planning and Investment to advise the Party and State, assist the Government in promoting the disbursement of public investment capital, promoting the implementation of strategic infrastructure projects, digital infrastructure, especially key and important traffic projects; resolutely eliminate the situation of scattered, wasteful and ineffective investment.
Along with that, the Prime Minister directed the planning and investment sector to focus on restructuring the economy in association with renewing the growth model and proposing the implementation of new economic models; promoting the application of science and technology, startups, innovation; and promoting and improving the quality of statistical work.
Perform well the tasks of the Standing Committee of the Socio-Economic Subcommittee; carry out well the work of Party building and Party rectification; improve the leadership capacity and fighting strength of Party organizations and Party members; prevent the risk of economic backwardness, ideological, political, moral and lifestyle degradation, and manifestations of "self-evolution" and "self-transformation."
The Prime Minister believes that with nearly 80 years of glorious tradition, the planning, investment and statistics sector will continue to promote the achieved results; strive to overcome difficulties and challenges; strive to excellently fulfill the tasks assigned by the Party, State and people, and contribute more to the cause of national construction and defense.
