Deputy Minister of Planning and Investment Tran Quoc Phuong said that in 2024, the Ministry will promote the implementation of regional linkages, regional planning, and provincial planning.
Accordingly, the Government will approve 5 regional plans in the first half of 2024 in accordance with the spirit of Resolution No. 109/2023/QH15 of the National Assembly; at the same time, develop a Plan to implement the 5 regional plans after approval.
As of December 28, 2023, 108/111 plans have completed the preparation, appraisal and approval; of which, 59 plans have been approved; 21 plans have been submitted to the Prime Minister for consideration and approval; 23 plans have been appraised and are being finalized according to appraisal opinions; 5 plans are in the appraisal process.
In particular, the Government has submitted to the National Assembly and approved the National Master Plan for the period 2021 - 2030, with a vision to 2050. The plan clearly defines the development model according to the country's territorial space, optimally exploiting the potential and strengths of regions, sectors and localities to create new growth drivers and values for the country's rapid and sustainable development.
According to Deputy Minister Phuong, in 2023, planning work has had a clear change in thinking and action towards being proactive, creative, developing and strengthening connections to develop and implement unified cycles: strategy - planning - planning - investment.
Accordingly, the Ministry of Planning and Investment has advised the Government to submit to the National Assembly for approval the National Master Plan for the 2021-2030 period, with a vision to 2050; submit to the Government for promulgation the Action Program and Plan to implement the National Master Plan for the 2021-2030 period, with a vision to 2050; and submit to the Prime Minister for promulgation the Plan to implement the Mekong Delta Regional Planning for the 2021-2030 period, with a vision to 2050.
Along with that, the Ministry has presided over and coordinated with relevant ministries and agencies to organize the appraisal of 5 regional plans and 59/63 provincial plans (of which 50 provincial plans have been approved) to ensure focused and key development, effective, economical and sustainable use of resources.
Promoting its role as a focal agency in advising on mechanisms and policies for socio-economic development in regions and localities, in 2023, the Ministry of Planning and Investment advised the Government to submit to the National Assembly for approval Resolution No. 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.
At the same time, the Ministry submitted to the Government an action program to implement the Politburo's Resolutions on the directions and tasks of developing Ho Chi Minh City, developing the capital Hanoi, developing the socio-economy and ensuring national defense and security in the Red River Delta region until 2030, with a vision to 2045; submitted to the Prime Minister the establishment and consolidation of the Coordination Council of 6 socio-economic regions and the Capital region.
"Along with that, the Ministry will strengthen the activities of regional coordination councils to promote regional connectivity, maximize the potential and advantages of each region and locality, solve regional issues and create new growth drivers and poles for the country," said the Ministry's leader.
In addition, in planning work, the Ministry of Planning and Investment has submitted to the National Assembly through 3 Sessions to promulgate the Law on Planning. Accordingly, more than 20,000 previous plans were reduced to 111 plans under the national planning system and 39 technical and specialized plans; from 50 provincial-level sectoral plans integrated into 01 single provincial plan.
Thereby, overcoming the situation of fragmented and localized management, reorganizing the development space of industries and localities; effectively applying the market mechanism to eliminate more than 3,000 product plans of all kinds, helping to eliminate thousands of business conditions and sub-licenses.
In addition, the state planning and management work has changed its thinking dramatically, increasing decentralization and decentralization, focusing on researching major issues of the country at the macro level, such as strategies, planning, plans, institutions, new economic models, etc.
"Completing the basic goal of submitting and approving plans in 2023 will create new space and new growth momentum, and at the same time serve as a legal basis for ministries, branches and localities to prioritize attracting investment and allocating resources for the development of sectors, fields and localities in the medium and long term," Deputy Minister Tran Quoc Phuong emphasized.
