Special strategic advice of the Party and State

In 2023, with its position and role as a comprehensive and strategic advisory body of the Party and State, despite many difficulties, the Ministry of Planning and Investment promptly researched, monitored, evaluated and forecasted the situation closely, thereby actively advising the Government and the Prime Minister on appropriate development scenarios as well as timely response solutions, minimizing negative impacts and achieving dual goals in socio-economic development.

The solutions proposed by the ministry aim to promote disbursement of public investment capital, regional connectivity, digital transformation, innovation and business development, thereby promoting economic growth towards green growth and sustainable development associated with the global green recovery process.

The Ministry has done a good job of advising the Government and the Prime Minister to research and implement measures to continue attracting high-quality FDI capital flows; promote the improvement of the investment and business environment; continue to preside over and coordinate with ministries, branches and localities to research and specify policies to promote new economic models and requirements for sustainable development after COVID-19.

Along with that, promptly advise on solutions, mechanisms and policies to contribute to stabilizing the macro economy, controlling inflation, ensuring social security, removing difficulties, promoting production and business, promoting disbursement of public investment capital, and taking full advantage of opportunities to restore and develop the economy.

In the 2023 Work Program of the Government and the Prime Minister, the Ministry of Planning and Investment is the ministry with the largest number of assigned projects; the ministry has completed 100% of the projects and tasks assigned by the Government and the Prime Minister; advised competent authorities to promulgate or promulgate under their authority 2 laws, 8 resolutions of the National Assembly, 5 decrees of the Government, 13 circulars, 17 resolutions of the Government, and 5 directives of the Prime Minister.

The Ministry of Planning and Investment is the standing agency or plays the role of chair and focal point for synthesizing 6 Working Groups to urge disbursement, 26 working groups of Government members on the situation of production and business, public investment, infrastructure construction and import and export in localities, the Prime Minister's Special Working Group on reviewing, removing difficulties and obstacles and promoting the implementation of investment projects in ministries, branches and localities, 7 regional coordination councils and many other steering committees.

Notably, the Ministry assumed the role of the permanent member of the Appraisal Council and organized the appraisal of 5 regional plans, 59 provincial plans, 1 National Target Program, 4 important national projects, 41 major programs and projects under the Prime Minister's authority to approve investment policies. The Ministry also completed and submitted to competent authorities many major projects and reports; issued nearly 13,000 documents related to the fields under the Ministry's functions and tasks...

In 2024, in order to maximize the positive aspects and achievements, urgently, resolutely and persistently overcome the limitations and shortcomings, and resolutely strive to complete the goals and tasks according to the Government's motto of action: "Discipline, responsibility, proactiveness, speeding up innovation, sustainable efficiency", the Ministry of Planning and Investment will continue to affirm and enhance its position and role as a comprehensive advisory agency, a pioneering role in building the country's development vision, innovating thinking, thinking and working methods to ensure good implementation of strategic advisory functions, and implementing many reforms and breakthroughs.

In particular, the planning and investment sector continues to advise on the implementation of the priority goal of promoting growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; promoting disbursement of public investment capital; resolutely eliminating the situation of scattered, wasteful, and ineffective investment; accelerating the construction and development of strategic infrastructure systems.

The sector continues to advise on cutting and simplifying administrative procedures; research and advise on implementing new economic models; promote innovation and creative startups; advise on resolving difficulties and barriers to the operations of economic organizations; implement regional linkages, regional planning, provincial planning, etc.

Minister of Planning and Investment Nguyen Chi Dung said that in the new context and situation, before the new moment of the country, the entire planning, investment and statistics sector must closely follow the new situation and developments, focus on evaluating results, draw lessons to prepare for building resolutions for Party Congresses at all levels in the coming period, do a good job of advising the Party, State and localities in the coming development period, and strive to achieve the goals set by the 13th National Party Congress.

Need to do "5 always"

Analyzing the context, situation, responsibilities and tasks assigned to the Ministry of Planning and Investment, Prime Minister Pham Minh Chinh requested the Ministry of Planning and Investment in particular and the planning, investment and statistics sector in general to closely follow the conclusions and resolutions of the Central Committee, the National Assembly and the Government, to concretize and implement specific goals and tasks in 2024 with the theme "Discipline, responsibility, proactiveness, timely, accelerating innovation, sustainable efficiency" in the spirit of "Year of determination".

The Prime Minister requested the Ministry of Planning and Investment to implement “5 always”: Always have sharp thinking, innovate, quickly grasp emerging issues of the world and the country and have a long-term vision, advise on major socio-economic decisions for the Party, State, people and businesses; Always attach importance to and do better in building and perfecting the socialist-oriented market economic institution and organizing its implementation; Always be proactive and pioneer in attracting foreign investment, developing new economic models, new industries, promoting innovation with the spirit of catching up, progressing together and surpassing, contributing to promoting economic transformation, enhancing Vietnam's position in the international arena.

Along with that: Always take the lead in digital transformation, creating a strong driving force for the development of industries and sectors of the economy; contribute to increasing labor productivity and national competitiveness; become an important tool in building an independent, self-reliant economy with increasingly deep integration; Always promote the effectiveness and efficiency of state statistics, modernize in a scientific direction, reflect promptly, accurately, fully, increasingly better serve the leadership of the Party, management, direction and operation of the Government.

The Prime Minister emphasized that the Ministry of Planning and Investment must promote strategic research, strategic advice on policies and development creation, innovation and entrepreneurship; closely follow reality, grasp the situation, promptly and proactively respond to policies based on its functions, tasks and powers; and report issues beyond its authority to competent authorities for consideration.

In addition, mobilize all resources in society for development; strictly implement the Party's policies and directions, and the Government's management; maximize self-reliance, self-improvement, innovation, and promote the role of individuals in performing tasks; restructure the economy towards rapid, green, sustainable, and inclusive development, leaving no one behind.

The Prime Minister requested to continue to make greater efforts in planning and coordinating the macro economy; proactively develop socio-economic development scenarios in 2024 and the coming time; actively build and perfect institutions, mechanisms and policies to drastically, synchronously and effectively implement 3 strategic breakthroughs, especially breakthroughs in human resource training. At the same time, promote startups and innovation, aiming for the goal of having 50-100 thousand high-quality human resources for the semiconductor chip manufacturing industry; soon increase 50-100 thousand high-quality human resources in general for socio-economic development.

The Ministry must coordinate with ministries, branches and localities to effectively and substantially restructure the economy in conjunction with growth model innovation and research and advise on the implementation of new economic models; pilot and test a number of new business models, products and services to facilitate breakthrough development of a number of emerging industries and fields such as semiconductor chip manufacturing, hydrogen... and great potential such as tourism, services, transportation, logistics... The Ministry promotes national digital transformation; promotes administrative procedure reform, improves the investment and business environment, and increases publicity and transparency.

“Promoting digital transformation in all aspects of the planning, investment and statistics sector, especially effectively deploying the national database on statistics to better perform the task of ensuring statistical information; promptly deploying the national database on planning demonstrates new thinking and new vision to create new development spaces and opportunities, creating new values,” the Prime Minister pointed out.

The Head of Government also requested the Ministry of Planning and Investment to promote innovation, creative startups and business development, support innovative businesses, have policies to support and promote Vietnamese businesses to participate in regional and global value chains. At the same time, do a good job of international economic integration, promote the attraction of foreign investment and external resources; perform well the tasks of the Standing Committee of the Socio-Economic Subcommittee to develop a report on the implementation results of the 5-year Socio-Economic Development Plan 2021 - 2025, the 10-year Socio-Economic Development Strategy 2021 - 2030; develop the 5-year Socio-Economic Development Plan 2026 - 2030 to submit to the 14th National Party Congress.
