The Politburo presents the planning for the Central Executive Committee for the 2026 - 2031 term.

On October 7, the 8th Central Conference continued its sixth working day, discussing many important contents.

In the morning, the Party Central Committee worked in the hall, discussing the Summary of 20 years of implementing Resolution No. 23/2003 of the 9th Party Central Committee on promoting the strength of great national unity for a rich people, strong country, and a fair, democratic, and civilized society.

The discussion session was chaired by Politburo member and Prime Minister Pham Minh Chinh on behalf of the Politburo.

Politburo member, Standing member of the Secretariat, Head of the Central Organization Commission Truong Thi Mai read the Politburo's report on the planning of the Party Central Committee for the 2026-2031 term; establishing sub-committees to prepare for the 14th Party Congress. The Party Central Committee discussed and gave opinions on these contents.

In the afternoon, the Party Central Committee took a break, the Politburo and the Secretariat met to give opinions on receiving and explaining the contents discussed by the Central Committee.

Speaking at the opening of the previous conference, General Secretary Nguyen Phu Trong emphasized many important contents about the planning of the 14th Central Executive Committee.

Quoting President Ho Chi Minh's saying "Cadres are the root of all work", the General Secretary emphasized that in implementing Uncle Ho's teachings, our Party has always determined that: Cadres, especially strategic-level cadres, are the decisive factor in the success or failure of the revolution, closely linked to the fate of the Party, the country and the regime; cadre work is considered the key step in the entire Party building work.

According to the General Secretary, in personnel work, personnel planning is the first step, of extremely important significance, and is the basis for doing well the work of training, fostering, mobilizing, appointing, and using cadres.

Based on the special significance and importance of strategic-level personnel planning, the General Secretary said that on July 7, based on the working regulations and Regulation No. 50/2021 of the Politburo on personnel planning, the Politburo issued Plan No. 17 on planning the 14th Party Central Committee, Politburo, and Secretariat for the 2026-2031 term.

This plan clearly defines the viewpoints, principles; purpose, requirements; standards; quantity and structure; subjects and ages; procedures for introducing and approving planning and personnel records; quantity discovered and introduced into the planning...

Recently, based on the discovery and introduction of Party committees and organizations in the entire political system, the Steering Committee for the planning of the 14th Central Executive Committee, Politburo, and Secretariat for the 2026-2031 term has urgently and seriously coordinated with functional agencies at the Central level to review, appraise, and report to the Politburo for consideration and guidance to further complete the planned planning of the 14th Central Executive Committee of the Party to submit to the Central Committee for consideration and comments at this conference.

"I request that you, comrades, promote a high sense of responsibility, be truly objective and impartial, and express your opinions on the submission and planning of the 14th Party Central Committee," the General Secretary requested.
