Bribery in the mansion
The Ministry of Public Security's Investigation Police Agency has just completed its investigation conclusion and proposed to prosecute 41 defendants in the case that occurred at Phuc Son Group Joint Stock Company and other units and localities.
According to the investigation conclusion, Mr. Nguyen Van Hau, Chairman of the Board of Directors of Phuc Son Group, bribed many leaders of Vinh Phuc province and some localities to implement projects that were not in accordance with regulations, earning hundreds of billions of VND.
Notably, in Vinh Phuc, based on the testimony and collected documents, the Investigation Police Agency determined that Nguyen Van Hau had repeatedly given bribes to Ms. Hoang Thi Thuy Lan (former Secretary of the Provincial Party Committee), Mr. Le Duy Thanh (former Chairman of the Provincial People's Committee), and Pham Hoang Anh (former Standing Deputy Secretary of the Provincial Party Committee) with exceptionally large sums of money.
Specifically, Ms. Hoang Thi Thuy Lan received bribes totaling nearly 48 billion VND; Mr. Le Duy Thanh received bribes of more than 49 billion VND; Mr. Pham Hoang Anh received bribes of nearly 900 million VND.
During the bribery cases, the testimony of Nguyen Van Hau and related people showed that the owner of Phuc Son Group repeatedly invited provincial leaders to his house to organize parties and carry out bribery.
According to Nguyen Van Hau's testimony, of the four bribes he gave to Mr. Le Duy Thanh, one of them took place at his private residence - a mansion in Tam Phuc commune, Vinh Tuong district. Specifically, in July 2023, Hau prepared 10 billion VND, organized a party at his private residence and invited Mr. Thanh to attend.
Hau then invited Mr. Thanh to the living room and said: "I have sent a document to the Provincial People's Committee, the Department of Natural Resources and Environment and the Vinh Tuong District People's Committee about the inadequacies in the land price list of the Wholesale Market project. The land price list is too high and I cannot sell it. Please help me adjust it."
Hearing that, Mr. Thanh agreed with Hau's suggestion.
At that time, Hau said: "I have 10 billion VND to send to you, I told you to give it to your driver".
Mr. Le Duy Thanh said: "Thank you."
Hau "Phao" also sent billions of dong in gifts to Mr. Pham Hoang Anh, former Standing Deputy Secretary of the Provincial Party Committee. According to the investigation conclusion, in addition to giving Mr. Anh a bribe of nearly 900 million dong, Nguyen Van Hau stated that Mr. Anh contacted him many times to suggest giving him money.
Specifically, Hau confessed that he gave money to Pham Hoang Anh twice at his home at the end of 2022 and mid-2023.

The investigation agency concluded that Pham Hoang Anh had suggested four times that Hau "Phao" give him money with a total amount of 5 billion VND and 500,000 USD.
"Closed doors, locked bolts" mansion
According to local leaders, Hau "Phao"'s mansion used to be in Tam Phuc commune but has now been merged into Vinh Tuong town.
Hau "Phao"'s mansion is thousands of square meters wide, stretching hundreds of meters along the old National Highway 2C. The mansion is surrounded by a white painted fence, the gate to the house is made of yellow metal.
According to local people, for more than a year now, since Mr. Hau was temporarily detained, this mansion has been in a state of "closed doors and locked locks".
