Seized and confiscated 1,444 red books and 534 gold bars in the case at Phuc Son Group

Authorized by the Prime Minister, Government Inspector General Doan Hong Phong has just reported to the National Assembly on anti-corruption work in 2024 (from October 1, 2023 to the end of September 2024).

According to the Government Inspector General, one of the outstanding results of anti-corruption work is to strictly handle the political responsibility of leaders, cadres, and managers who allow corruption and negativity to occur within the scope of management and responsibility.

The authorities have properly implemented the directive of "resolutely, persistently, without stopping, without rest, no forbidden zones, no exceptions, no matter who the person is".

According to the Government Inspectorate's report, in 2024, 52 heads and deputy heads were disciplined for lack of responsibility for corruption. Of these, 19 were reprimanded, 17 were warned, and 16 were dismissed.

Ministries, branches, localities, and competent agencies have verified the income and assets of 16,351 people in 2023. The results showed that 8,884 people had errors in declaring the wrong form, not following the instructions, not providing complete information, and submitting the declaration late compared to regulations.

Notably, through verification, it was concluded that 19 people were dishonest in declaring their assets and income and were disciplined by having their names removed from the candidate list; by being disciplined by warning; and by being disciplined by being dismissed from office.

Regarding the detection and handling of corruption, the Government Inspectorate said that in 2024, investigation agencies in the police force investigated more than 1,500 cases, with more than 3,800 defendants committing corruption crimes.

The total amount of property damage in the cases being handled and investigated is over 4,759 billion VND, 47,704m2 of land and 138.4 hectares of land; over 684 billion VND, 16,695m2 of land and 967.4 hectares of land have been recovered; over 1,184 billion VND has been temporarily detained, seized, blocked, and transactions have been prevented and many other valuable real estates and assets have been seized.

In the case at Phuc Son Group Corporation alone, 315.75 billion VND; 1.97 million USD; 534 SJC gold bars; and 1,444 land use right certificates of various types were seized.

To prevent corruption, the report shows that agencies, organizations and units have developed plans and implemented the transfer of positions of people with positions and powers according to regulations.

Accordingly, the number of civil servants and public employees who had to change their job positions was 92,142. At the time of reporting, the number of civil servants and public employees who had changed their job positions was 88,640 (96.2%).

"The transfer of work positions must be consistent with expertise and profession, and must not disrupt or affect the implementation of political tasks of agencies, organizations, or units," Inspector General Doan Hong Phong informed.

The report also said that in 2024, the authorities promptly detected, corrected violations and handled 1,121 officials, civil servants and public employees who violated the code of conduct and professional ethics.

In 2024, there was 1 case of returning gifts according to regulations to the unit with the amount of 3.6 million VND.

The Government recognizes that some anti-corruption measures have not been fully implemented.

In some places, leaders have not paid attention to fully implementing legal regulations on publicity, transparency and accountability in public service activities.

While the situation of shirking responsibility, avoiding responsibility, and not daring to slow down has been overcome, the work of self-inspection and detecting corruption and negativity within the organization is still formal and not substantial.
