On the evening of March 27, the Investigation Police Agency of Long Bien District Police (Hanoi) issued a decision to prosecute and arrest Truong Van Minh (16 years old, residing in Long Bien District, 10th grade student, Viet Hung Continuing Education Center) to investigate the crime of intentionally causing injury.

On the same day, the Long Bien District People's Procuracy approved the above decisions and orders.

Minh was the one who beat an 8th grade male student named Nguyen Hoang D. (14 years old, living in Long Bien district) to the point of brain death.

Conflict while playing basketball

Previously, at around 5:00 p.m. on March 19, Viet Hung Ward Police, Long Bien District received a criminal complaint from Ms. Nguyen Thi Lan (residing in Cam Khe District, Phu Tho Province) about her son Nguyen Hoang D. being beaten and injured while playing basketball at the octagonal court of Le Mat communal house on March 17.

Upon receiving the report, Long Bien District Police identified and summoned the suspects involved, including Truong Van Tam (45 years old, residing in Viet Hung ward) and his two sons, Truong Van Minh and TVK (12 years old), to the headquarters for questioning.

The investigation determined that at around 3:10 p.m. on March 17, TVK and his grandfather, Truong Van V. (74 years old, living in Viet Hung ward) went to play at the octagonal yard in the Le Mat communal house grounds.

At the same time, Nguyen Hoang D. and some friends were also playing basketball here.

During the game, a conflict arose between D. and K.. D. slapped K. in the face.

After being beaten by D., K. returned home and asked his brother Minh to come and resolve the conflict.

On the way to the octagonal yard, Minh and his younger brother met his father, Mr. Tam, riding a motorbike on the road.

When Mr. Tam met his two children, he asked where they were going and K. told him about the incident of being beaten by his friend. After that, Mr. Tam took his two children to the octagonal yard to see who had beaten his children.

When he arrived, Mr. Tam saw his father, Mr. V., sitting in the yard. He told his two sons to get out of the car and walk into the yard to meet their grandfather to resolve the matter. Mr. Tam then drove his motorbike home.

Minh and his younger brother walked into the octagonal yard and went to where D.'s group was playing. At this time, Minh asked "who hit my brother", and K. pointed to where D. was standing...

Seeing that, Minh approached D., used his left hand to grab his collar, and used his right hand to punch him in the left cheek, causing D. to spin around and fall, hitting his neck on the floor.

Minh then grabbed D. by the collar and demanded an apology from his younger brother. D. sat up without saying anything, then became dizzy and fell to the ground.

As for Mr. Tam, on the way back, when he saw Minh punch D., he turned the car around and walked to D. and his son.

Seeing D. showing signs of dizziness, Mr. Tam told Minh not to hit him anymore, and at the same time told D. "Next time if you hit me again, I will go home and tell my parents to handle it."

Minh did not beat D. anymore, Mr. Tam drove his motorbike to take his two sons home.

Then, because he was impatient because D. was dizzy, Mr. Tam turned the car around and returned to the octagonal yard area.

Seeing D. showing signs of dizziness and pale face, Mr. Tam and the locals took him to Duc Giang General Hospital for emergency treatment.

D. was transferred to Hospital 108 for treatment and diagnosed with severe traumatic brain injury.

On March 26, D. was transferred by his family to Phu Tho General Hospital. He is currently receiving intensive treatment at the hospital. On the same day, the Hanoi Forensic Center concluded that D.'s health damage rate was 99%.

Currently, the Long Bien District Police Investigation Agency is continuing to consolidate documents and evidence to clarify the roles and responsibilities of those involved.
