Early this morning, storm number 9 is in the North East Sea, the strongest wind near the storm's center has decreased to level 10, gusting to level 12.

According to the National Center for Hydro-Meteorological Forecasting, at 4:00 a.m. this morning, November 19, the center of storm No. 9 (storm Man-yi) was located at about 18.9 degrees North latitude, 115.0 degrees East longitude, in the North East Sea, about 390km northeast of Hoang Sa archipelago.

The storm is moving west at a speed of 15-20km/h. The strongest wind near the storm's center has decreased to level 10 (89-102km/h), gusting to level 12.

In the next 24 - 48 hours, the storm will move in a West-Southwest direction and continue to weaken further. By the early morning of November 21, it will gradually weaken into a tropical depression, then a low pressure area in the sea off the Central Central region.

Due to the influence of cold air moving eastward combined with the circulation of storm No. 9, in the North East Sea area there are strong winds of level 6-7, near the storm center there are strong winds of level 8-10, gusts of level 12, and very rough seas.

Forecast today and tonight, the northern sea area of ​​the North East Sea has storms.

On the day and night of November 20, the North East Sea area (including the waters of Hoang Sa archipelago) has strong winds of level 6-7, gusts of level 8-9, waves 4-6m high, and rough seas.

In the Gulf of Tonkin, the sea area from Quang Tri to Quang Ngai has northeast wind level 6, gusting to level 7-8, waves 2-5m high, rough sea.

Level of disaster risk due to strong winds at sea: level 2; level 3 in the North East Sea area.

Today, cold air continues to affect Hai Duong.

There is light rain in some areas in the province. The lowest temperature is generally from 20-22 degrees Celsius, cold at night and in the morning. Northeast wind level 2, 3.
