Comrade Trieu The Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Digital Transformation requested units to carry out digital transformation promptly and economically.
On the morning of May 11, the Provincial Digital Transformation Steering Committee (referred to as the Steering Committee) held a conference to listen to the Department of Information and Communications (the standing agency of the Steering Committee) report on a number of contents.
In his concluding remarks, Comrade Trieu The Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee basically agreed with the draft reports at the conference, requesting the Department of Information and Communications to receive comments. Review the direction and tasks for the last 8 months of 2023 to ensure consistency with the digital transformation plan for 2023; clearly define the relationship between digital transformation projects and Project 06.
Emphasizing that digital transformation has had a strong impact on all aspects of the socio-economy, contributing to increasing the value of the province's products, the Chairman of the Provincial People's Committee highly appreciated the participation of departments, branches and localities on the digital transformation roadmap. The results of the first 4 months of the year showed that Hai Duong has had a clear change in many aspects such as digital awareness, digital institutions, digital infrastructure, digital platforms, thereby contributing to more effectively building the 3 pillars of digital government, digital economy, and digital society. In particular, the rapid and strong transformation of digital government has contributed to improving the efficiency of management and administration.
Pointing out some shortcomings and limitations that need to be overcome, Chairman of the Provincial People's Committee Trieu The Hung requested members of the Steering Committee to continue reviewing the implementation of digital transformation in departments, branches, and localities, and making an overall assessment of infrastructure, platforms, equipment, etc. to ensure effective connectivity, interoperability, and information security in cyberspace.
Deputy Director of the Department of Information and Communications Nguyen Minh Kha presented some outstanding results of the province's digital transformation.
Based on the approved information technology application plan, the Chairman of the Provincial People's Committee requested units to strengthen the application implementation, ensuring efficiency, timeliness, financial savings, especially absolutely no loss or waste.
At the conference, some members of the Steering Committee discussed clarifying the tasks of the digital transformation plan for 2023, especially solutions to increase the province's digital transformation ranking and improve the administrative reform index...
According to the report of the Department of Information and Communications, in the first 4 months of 2023, the province's digital transformation has achieved some specific results on 11 digital issues: awareness, institutions, infrastructure, platforms, data, human resources, network information security, government, economy, society, and implementation of Project 06.
The most notable results are the development of digital government. The administrative procedure settlement information system has connected to the National Public Service Portal, the National Online Payment Support Portal, and the national population database to serve the settlement of administrative procedures. Currently, Hai Duong has integrated 576 online public services on the National Public Service Portal, providing 1,946 online public services, including 582 level 4 online public services on the provincial administrative procedure settlement information system. From December 2022 to March 2023, the rate of online public services with online records increased from 76% to 100%, the rate of online records increased from 56% to 81%.

The number of administrative procedures requiring financial obligations provided on the National Public Service Portal is 385 procedures (reaching a rate of 89.74%), an increase of 29 procedures compared to the end of 2022. The rate of administrative procedures with online payment transactions is 20.07%, an increase of 12.07% compared to the end of 2022.
Regarding the implementation of Project 06, according to the report of the Department of Information and Communications, from January 1 to April 20, 2023, the rate of online application reception of 23/25 essential public services of Project 06 reached an average of 70%. The provincial police have collected nearly 860,000 electronic identification accounts (ranked 10th nationwide); instructed and propagated people to install and activate more than 50,560 level 1 electronic identification accounts, more than 412,310 level 2 accounts.
