[Audio] Strictly handle organizations and individuals who evade or delay payment of social insurance and health insurance

Comrade Nguyen Minh Hung, Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Steering Committee for the implementation of social insurance and health insurance policies of Hai Duong province, chaired the conference.

Speaking at the conference to evaluate the results of implementing social insurance and health insurance policies held on April 4, Mr. Nguyen Minh Hung, Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Provincial Steering Committee for implementing social insurance and health insurance policies, assigned the Provincial Social Insurance to preside over and coordinate with the Provincial People's Committee Office and departments and branches to urgently review and consolidate the Steering Committee with the motto of clear people, clear work, and assigning specific tasks to members. The Department of Labor, War Invalids and Social Affairs closely coordinates with relevant units to strengthen the dissemination of social insurance and unemployment insurance policies and laws to employees in accordance with regulations; strictly handle organizations and individuals who evade payment, delay payment, or have outstanding social insurance and health insurance.

The Department of Health improves the quality of health insurance examination and treatment, inspects, checks, promptly detects and prevents acts of abuse and profiteering of health insurance funds at medical examination and treatment facilities. The Provincial Social Insurance continues to expand the network of collection points, creating conditions for people to participate in voluntary social insurance and family health insurance. The Steering Committees of districts, towns and cities advise on developing plans to assign targets for developing voluntary social insurance and family health insurance participants to specific wards, communes and towns, assigning roles and responsibilities to each organization and individual...

Propose that the Provincial Party Committee and the Provincial People's Council consider adjusting down the targets of the social insurance development plan for the period of 2023-2025 to suit the actual conditions of the province and still ensure the targets assigned by the Central Government. Advise the Provincial Party Committee and the Provincial People's Council to consider policies to support health insurance contributions for the elderly from 65 to 69 years old and some groups not eligible for health insurance paid by the state budget to soon complete the goal of universal health insurance coverage; support an additional 10% of the contribution rate for groups participating in voluntary social insurance to rapidly increase social insurance coverage.

By the end of 2022, the number of people participating in social insurance and health insurance in the province exceeded the plan assigned by the Vietnam Social Security, of which 423,055 people participated in social insurance, reaching 45.49% of the total working-age workforce; 1,763,224 people participated in health insurance, reaching 91.75% of the province's population. Hai Duong is one of the provinces with the lowest rate of social insurance, health insurance, and unemployment insurance arrears in the country. The settlement of social insurance and unemployment insurance payments for employees is carried out in accordance with regulations, promptly and fully.
