On the morning of June 12, a working delegation of the Ministry of Education and Training led by Comrade Nguyen Kim Son, Member of the Party Central Committee, Minister of Education and Training, worked with leaders of Hai Duong province on the situation of education and training, and preparations for the 2023 high school graduation exam in Hai Duong.

Comrades Tran Duc Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee; Trieu The Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee received and worked with the delegation.

Also attending the meeting were a number of comrades in the Provincial Party Standing Committee, the Standing Committee of the Provincial People's Council, leaders of the Provincial People's Committee, the Vietnam Fatherland Front Committee and relevant departments and branches.

Speaking at the meeting, Minister of Education and Training Nguyen Kim Son acknowledged and highly appreciated the attention and leadership of the Provincial Party Committee, People's Council, and Provincial People's Committee for education and training. The province has promptly issued many specific policies and projects related to education to effectively implement the requirements of educational innovation, especially general education. He requested the province to strengthen inspection, review, and evaluation of the completion and effectiveness of policies and projects to better deploy and implement them in the coming time.

Continue to prepare well the conditions to implement the 2018 General Education Program according to the roadmap. Strengthen the material facilities to ensure the implementation of the general education program, new textbooks and all educational and training activities. In particular, the selection of new textbooks must be ensured to be implemented publicly, transparently, effectively and in accordance with regulations according to Circular 25/2020/TT-BGDDT dated August 26, 2020 of the Ministry of Education and Training regulating the selection of textbooks in general education institutions.

Hai Duong needs to effectively mobilize investment resources for education and training development; equip schools and classrooms with more teaching and learning equipment. The province needs to have solutions for training, fostering, rotating, and having preferential policies to retain and attract teachers. Continue to mobilize non-budgetary resources to invest in education and training; create the best conditions to implement the policy of socializing education, develop more private and non-public schools, reduce the burden on the public education system, and give students more choices to study.

Universities in the province need to have specific plans to train high-quality human resources and teachers; open new training programs in fine arts and arts. In particular, the teacher training sector needs to proactively equip itself with skills and knowledge to detect, support, and handle situations when school violence has not yet occurred. The Ministry of Education and Training will support documents and provide additional training for universities on preventing school violence.

Chairman of Hai Duong Provincial People's Committee Trieu The Hung affirmed that education is always a field that Hai Duong prioritizes for investment.

For the upcoming high school graduation exam, Minister of Education and Training Nguyen Kim Son requested the province to pay attention to directing the implementation of good preparation work. Strengthen training for the exam invigilators; ensure adequate facilities, prioritize electricity supply, and meet the requirements of the tasks at the exam sites. Preparation work for printing, transporting exam questions, test papers, and preserving exam questions and test papers must be scientific, in accordance with regulations, avoiding confusion and errors...

Speaking at the meeting, Secretary of the Provincial Party Committee Tran Duc Thang requested the Provincial People's Committee and the Department of Education and Training to fully absorb the guidance and comments of the Minister of Education and Training and members of the working delegation, especially the experiences in educational development in other provinces and cities to promptly overcome limitations and shortcomings. He hoped that the Ministry of Education and Training would continue to pay attention to the education and training career of Hai Duong province.

Secretary of the Provincial Party Committee Tran Duc Thang affirmed that Hai Duong always identifies the development of education and training as a top priority. Assign the Provincial People's Committee to review the policies issued by the Central Government and assign them to be implemented well in the coming time. Regarding the policy of attracting and retaining teachers, the Party Committee of the Provincial People's Committee is required to report to the Standing Committee of the Provincial Party Committee on the project related to this content in July. The province will soon issue a separate resolution to have a mechanism for training and attracting teachers. Relevant departments and branches must do a good job of preparing to ensure that the 2023 high school graduation exam in Hai Duong takes place successfully.

At the meeting, the representative of the Department of Education and Training proposed that the Ministry of Education and Training amend and supplement Circular 13/2020/TT-BGDDT regulating the standards of facilities for kindergartens, primary schools, secondary schools, high schools and general schools with many levels of education, such as removing the standard on the maximum number of classes for schools because there are regulations on the minimum average area for 1 student... Amend Article 9 of Circular 25/2020/TT-BGDDT dated August 26, 2020 regulating the selection of textbooks in general education institutions. According to the regulations, it is 5 months, while the documents serving the work of selecting books are still slow, so it is difficult to ensure the time. Continue to pay attention and create conditions for Hai Duong University to establish a Center for National Defense and Security Education and open more teacher training majors at university level when qualified, to meet the needs of Hai Duong province and provinces in the region. Allow schools to participate in the system of schools that train teachers, innovate general education programs and participate in ministerial-level programs, projects and topics. The Ministry of Education and Training recommends that the Government allow the implementation of streamlining the payroll in the education and training sector in a manner appropriate to the characteristics of the sector...

In 2023, Hai Duong has 21,982 candidates registered for the high school graduation exam, of which 14,288 candidates registered for the social science group, 7,316 candidates registered for the natural science group, the rest are independent candidates registering for subjects they did not pass in the previous exam. 19,160 candidates registered for both graduation and university admission. 2,363 candidates registered for the high school graduation exam only. The 2023 high school graduation exam will take place from June 27-30.
