Nearly a month ago, people in Hong Ha Street, Phu Thai Town (Kim Thanh) were shocked when they discovered a teenager lying on the side of the road with many blood stains in critical condition early in the morning. The teenager was taken to the emergency room by the authorities and local people but did not survive due to severe injuries. People were very surprised to know that the cause of this tragic death was only due to the failed sale of a mobile phone by 2 friends.

Previously, Nguyen The Q. (born in 2008, residing in An Sinh ward) did not agree to sell his phone to play Sic Bo with Hoang Manh C. (born in 2005, in Hiep An ward, Kinh Mon town) and Cao Xuan A. (born in 2008, residing in Kim Lien commune, Kim Thanh), so a conflict arose. Early in the morning of December 1, when seeing Q. walking in Hong Ha neighborhood, he was discovered by C. and A. The two subjects immediately sought revenge. C. and A. rode a motorbike towards Q. Without hesitation, C. jumped off the motorbike, took a brick from the roadside and threw it at Q.'s side. Q. also quickly pulled out a knife to chase and beat him, but was attacked by C. and A. During the fight, Q. stabbed A. with a knife, causing the victim's death.

Not only young people are reckless, but many adults are also ready to fight and stab each other for very normal reasons such as not being given food, demanding debt, arguing while eating... At about 5:00 a.m. on December 1, at the Frog Hotpot restaurant area, in the Tran Hung Dao residential area, Sao Do ward (Chi Linh), due to a conflict while eating and drinking, 2 groups of young people used bricks, stones, cups, and knives to fight each other. The consequence of the fight resulted in the death of Mr. Dang Huu H. (born in 2001, residing in An Binh commune, Nam Sach).

In particular, many brothers and relatives are also willing to take up weapons and brutally attack each other.

Proactively detect and resolve conflicts

According to the authorities, recently, the number of murder cases occurring in the province has been largely due to social causes. The above situation is partly due to the fact that some local Party committees and authorities consider the prevention and fight against murder as the sole responsibility of the police force, and have not paid due attention to leadership and direction of prevention.

Many local police, departments, branches and organizations have the mindset of avoiding resolving conflicts in people's families, failing to detect them or, when detected, not taking drastic measures to handle them.

The work of grasping the situation, handling and reconciling conflicts and grievances among the people is sometimes and in some places limited. Relevant organizations have not proactively detected conflicts in families, neighborhoods, and residential areas to reconcile and resolve them promptly. Conflicts arising in families and between individuals in social relationships are often difficult to detect...

Some people have limited legal awareness, behave like thugs, and disregard the health and lives of others. Many people lack the skills to handle situations and conflicts, especially not being able to control their emotions and actions, not sharing, not knowing how to seek help and advice from others, leading to a desperate situation. The recent case of a younger brother stabbing his cousin to death because of a small conflict in Luong Dien commune (Cam Giang) is an example. Another example is the case of a brother stabbing his younger brother to death in Duy Tan ward (Kinh Mon) in June. If people knew how to behave, control their emotions, and find ways to resolve the situation, perhaps the tragic consequences would not have occurred.

To prevent murder crimes from social conflicts, all levels, sectors and organizations need to continue to improve the quality and effectiveness of propaganda, dissemination and education of law, especially for people with limited legal awareness, young people, and adolescents who lack family care and management.

Agencies and units should promote the building of cultural life in residential areas to limit and eliminate the causes and conditions for the occurrence of murder crimes. Along with that, develop and improve the quality of self-management, self-prevention, self-protection, and self-reconciliation forms from families to residential communities, agencies, units, enterprises, and educational institutions, especially in key areas with complicated social order...
