As the central ward of Kinh Mon town with a total of 3,183 households and more than 9,800 people, An Luu has been selected by the town to deploy a digital transformation-digital payment model with the goal of developing payment infrastructure and Viettel Money subscribers in the ward, creating a comprehensive digital financial ecosystem. At the same time, applying technology to digitally transform public sector items, contributing to the construction of digital government, digital economy and the synchronous construction of "digital transformation communes".

Mr. Dang Van Duc, Chairman of the People's Committee of An Luu Ward, said that the ward currently has a fairly synchronous telecommunications infrastructure, 100% of residential areas have 3G, 4G mobile waves, fiber optic internet, and a high percentage of people using smartphones. The community digital technology team of residential areas actively promotes and guides people to register and use online public services, personal digital signatures and other digital skills. However, the rate of online transaction records at the ward's "one-stop" department is only about 50%, and most people still have the habit of paying in cash in buying and selling activities.

The agreement signed between An Luu ward and Viettel Hai Duong on the afternoon of October 4 set out many specific goals to build a comprehensive "digital transformation commune" model in An Luu ward.

That is digital transformation of public sector items such as building the electronic information portal of An Luu Ward People's Committee connected to the electronic information portal of Kinh Mon Town People's Committee. Building the Zalo page of An Luu Ward People's Committee as a communication channel between the government and the people. Connecting the payment system and installing Viettel Money QR code at the ward's reception and result delivery department. 100% of schools in the ward collect tuition fees online. Paying electricity bills, salaries and social allowances via Viettel Money. Setting up Viettel Money service points so that people can deposit/withdraw/transfer money and use other financial services.

Major Pham Duc Viet, Deputy Director of Viettel Hai Duong, said that after a period of operation, the 4.0 market model has brought high efficiency at Do market (Ninh Giang) and Hai Tan market (Hai Duong city). Therefore, Viettel Hai Duong continues to apply the 4.0 market model at An Luu market, developing QR code payment method for businesses and small traders, helping to facilitate buying and selling.

Ms. Hoang Thi Thao, a trader at An Luu market, said: "I find paying via the Viettel Money app very convenient. Whether customers buy a little or a lot, even or odd, they just need to scan the QR code to transfer money very quickly, without worrying about counterfeit money, and without having to return change."

Mr. Dang Van Duc, Chairman of An Luu Ward People's Committee, added that in order to achieve the goal of at least 50% of the ward's adult population having a Viettel Money account and regularly using the service, the ward People's Committee actively introduces and popularizes digital payment services through the ward's loudspeaker system, equips propaganda images and organizes seminars and trainings on basic digital transformation skills for members of the community digital technology team. In the near future, the pilot project will build 2 cashless streets on Quang Trung Street and Nguyen Trai Street. In addition, the ward continues to equip information technology infrastructure such as installing security camera systems on streets and markets.
