On the morning of July 20, in Hanoi, Prime Minister Pham Minh Chinh chaired the first meeting of the Red River Delta Coordination Council.

Speaking at the conference, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Hai Duong province Trieu The Hung gave a speech on building Hai Duong into a center of supporting industry and post-port logistics services in the Red River Delta.

In his speech, the Chairman of Hai Duong Provincial People's Committee identified the development of "high-tech industry and supporting industry as one of the five pillars, striving to become a modern industrial province by 2025, and a modern industrial province by 2030, creating a foundation for Hai Duong to soon become a centrally-run city".

Currently, Hai Duong province's supporting industry is mainly in 3 areas: mechanical engineering; electricity - electronics; textiles - footwear. The whole province currently has over 170 supporting industry production establishments. The average growth rate of the province's supporting industry production value in the period of 2021 - 2022 is about 13.25%/year, accounting for 20.5% of the total industrial production value.

This is the first conference of the Red River Delta Coordination Council.

There is currently no large logistics center in Hai Duong. Logistics service activities such as loading, unloading, transportation, temporary storage, consolidation and division of small goods, container repair and maintenance, etc. are carried out at the inland container depot (ICD) on Highway 5, with an area of ​​12 hectares. In addition, a number of FDI enterprises also provide goods delivery and storage services. However, the services of these units are still isolated and not highly integrated, most of them are satellite service providers for logistics companies abroad; there is no enterprise operating all types of logistics services, etc.

Hai Duong has favorable conditions for socio-economic and cultural exchanges not only with provinces and cities in the Red River Delta, the Hanoi Capital Region, and the Northern Key Economic Zone, but is also a transit point connecting provinces and cities in the Northeast region with the southern provinces of the Northern Coastal Region; a bridge to regulate and promote the value chains of socio-economic activities of the development poles in the Red River Delta.

In the orientation for the period 2021 - 2030, Hai Duong province has 33 industrial parks with a total scale of 5,661 hectares, 61 industrial clusters with a total scale of 3,209 hectares, 6 logistics centers and developing a specialized economic zone located south of Hanoi - Hai Phong highway in Binh Giang and Thanh Mien districts. The specialized economic zone will integrate a deep supply chain to create a driving force for economic connectivity, industrial centers, urban areas, services and innovation, linking with provinces and cities in the region.

These are Hai Duong's advantages for developing supporting industries and post-port logistics services.

To achieve the goal, Hai Duong province has been focusing on implementing the following main solutions: Focusing on reviewing, supplementing, adjusting, submitting for approval of planning and focusing on implementing industrial parks, industrial clusters, logistics service centers, and supporting industrial development zones of the locality and the Red River Delta.

Strengthening the dissemination of tasks in regional linkage and connection to facilitate the development of supporting industries and logistics services. Reviewing connection plans, focusing resources on promoting traffic connections between neighboring localities, connecting the province's traffic infrastructure with roads, railways, waterways, and airways. Focusing on forming a system of dry ports and large-scale, highly connected logistics centers; developing cold storage systems in logistics centers to meet the needs of preserving agricultural products in the region.

Strongly improve logistics infrastructure associated with e-commerce, combine logistics with e-commerce to enhance the connecting role between markets in each locality both domestically and internationally; to connect the circulation of goods between industrial parks/clusters with the system of seaports, airports and provincial logistics centers.

Strengthen coordination in training high-quality human resources for the development of supporting industries, especially human resources for logistics services in the province, and prepare conditions for the development of transportation, customs, tax, and import-export services to be ready for supply.

Chairman of Hai Duong Provincial People's Committee Trieu The Hung requested the Ministry of Transport and Vietnam Railways Corporation to soon have a plan to upgrade the Hanoi - Hai Phong railway line and deploy an international transit station in Cam Giang. He requested the Ministry of Planning and Investment, the Vietnam Federation of Industry and Commerce (VCCI) and other ministries and branches to pay attention to introducing large investors with capacity and experience to survey and develop a logistics center in Hai Duong province, especially in the districts of Binh Giang, Thanh Mien, Thanh Ha to exploit the advantages of the intersection with the Hanoi - Hai Phong expressway; Logistics center in Kinh Mon town to exploit the advantages of connecting with National Highway 5 and connecting with Cam River to Hai Phong seaport...

At the conference, the Ministry of Planning and Investment announced Decision No. 826/QD-TTg dated July 11, 2023 of the Prime Minister on the establishment of the Red River Delta Coordination Council, consisting of ministers, leaders of ministries, and Chairmen of People's Committees of provinces and cities in the region, with the Prime Minister continuing to be the Chairman of the Council.
