To achieve the goal of developing social housing, voters of Hai Duong province requested the Ministry of Construction to soon have solutions to develop social housing projects, housing for low-income people, and housing in industrial parks and clusters for workers.
On April 4, a representative of the Ministry of Construction said that it is presiding over and coordinating with ministries, branches, and localities to draft a Decree regulating the development and management of social housing and a guiding Circular. It is expected that this agency will submit it to the Government in the second quarter of 2024.
For Hai Duong, in the Project "Investing in the construction of at least 1 million social housing units for low-income people and industrial park workers", Hai Duong province was assigned by the Prime Minister to plan for the 2021-2025 period to build 5,800 social housing units.
However, from 2021 to now, Hai Duong province has only had 1 completed project with 619 units (the completion rate compared to the target by 2025 is 11%).
Thus, to ensure the project's goals, Hai Duong province will have to focus on urging businesses to complete more than 5,000 social housing apartments.
Providing more information on solutions for developing social housing projects, housing for low-income people, and housing in industrial parks and clusters for workers, a representative of the Ministry of Construction said that at the 6th session, the 15th National Assembly passed Housing Law No. 27/2023/QH15 (effective from January 1, 2025).
Accordingly, Chapter VI (from Article 76 to Article 111) of Housing Law No. 27/2023/QH15 has stipulated social housing policy with many new regulations to encourage, promote investment, development and reduce selling prices, hire-purchase prices, and rental prices of social housing at a moderate level so that low-income people and workers can access to buy, hire-purchase, and rent housing.
Some new regulations on social housing development, notably: Selection of investors in social housing projects; incentives for investors in social housing construction projects for sale, lease-purchase, and rental; simplification of conditions for purchase, lease-purchase, and rental of social housing; specific regulations on maximum profit of 10% of total construction investment costs for the area of social housing construction to ensure that the selling price and lease-purchase price of social housing are suitable for low-income people and workers.
The rental price of social housing will be agreed upon by the investor and the tenant according to the price frame regulated by the Provincial People's Committee.
In addition, to ensure the accommodation needs of workers in industrial parks, the law has added regulations related to worker accommodation in industrial parks. Accordingly, in addition to enjoying social housing support policies, workers in industrial parks will be considered for renting worker accommodation in industrial parks at a rental price agreed upon by the tenant and the landlord according to the price frame prescribed by the provincial People's Committee.
Previously, on April 3, 2023, the Prime Minister signed Decision No. 338/QD-TTg approving the Project "Investing in the construction of at least 1 million social housing units."
Accordingly, the Prime Minister requested ministries and branches to focus on removing difficulties and obstacles in investment procedures, exempting land use fees, planning, reserving land funds, developing workers' accommodation; continue to focus on implementing Resolution No. 33/NQ-CP to promote the development of social housing and housing for workers.
The State Bank of Vietnam is assigned to consider lowering the lending interest rate for the VND120,000 billion support package; remove difficulties and obstacles to effectively implement the VND120,000 billion support package according to Resolution No. 33/NQ-CP.
At the same time, localities urgently carry out the work of reviewing, amending and supplementing local housing development programs and plans; planning and arranging land funds for the development of social housing and workers' housing; investing in the construction of social housing projects; proposing preferential capital sources for social housing development.
