Does changing the yellow plate require changing the vehicle registration?

What is the car with yellow license plate?

Vehicles with yellow license plates are regulated in points d and e, clause 5, Article 37, Circular 24/2023/TT-BCA as follows:

Regulations on license plates: “5. Color and series of license plates of domestic agencies, organizations and individuals:

c) Car license plates have a white background, black letters and numbers, and the license plate series uses one of the following 20 letters: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z issued to vehicles of domestic organizations and individuals, not subject to the provisions of Point a of this Clause.

d) Car license plates with yellow background, black letters and numbers issued to vehicles operating in the automobile transport business, using one of the following 20 letters in turn: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z.

e) License plates for cars and motorbikes have a yellow background, red letters and numbers, with the local registration symbol and two letters abbreviating the economic zone according to Government regulations".

Thus, according to the above regulations, yellow license plates with black letters and numbers are issued to vehicles operating in the automobile transportation business, using one of the following 20 letters in turn: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z.

Yellow license plate vehicles have red letters and numbers, the local registration symbol and two letters of the economic zone as prescribed by the Government.

Do I have to change my vehicle registration to change my yellow license plate?

Article 16 of Circular 24/2023/TT-BCA stipulates the cases of issuing, changing and re-issuing vehicle license plates as follows:

1. In case of issuing and changing vehicle registration certificates and license plates: Modified vehicles; vehicles with changed paint color; registered vehicles, issuing license plates with white background, black letters and numbers to license plates with yellow background, black letters and numbers (vehicles operating in the automobile transportation business) and vice versa; renewing vehicle registration certificates; changing vehicle owner information (vehicle owner name, personal identification number, address); damaged, blurred, torn vehicle registration certificates; damaged, blurred, broken license plates or vehicle owners who need to issue and exchange old vehicle registration certificates and license plates to vehicle registration certificates and license plates according to the provisions of this Circular.

2. In case of re-issuance of vehicle registration certificate, re-issuance of license plate: Lost vehicle registration certificate; lost license plate".

According to Article 17 of Circular 24/2023/TT-BCA, individuals who want to change their vehicle to a yellow license plate to run a service must submit the following documents:

- Vehicle registration certificate.

- Vehicle owner's documents as prescribed in Article 10 of this Circular.

- Vehicle registration certificate (in case of reissuing vehicle registration certificate) or vehicle license plate (in case of reissuing vehicle license plate).

Thus, vehicle registration declaration is one of the mandatory documents if the vehicle owner wants to change to a yellow license plate. And then, commercial vehicles that switch to a yellow license plate will have to go through the procedure of changing the vehicle registration certificate.
