Busting a million-dollar drug ring using 100 tons of cement as a front

The subjects entered Vietnam, rented a warehouse and bought 100 tons of cement and gathered them in Hong Bang district (Hai Phong). The amount of cement was actually just a cover for the drug shipment.

On November 24, the Drug Crime Investigation Police Department (C04, Ministry of Public Security) announced that the unit had successfully dismantled Project 103H, prosecuting suspects for the crimes of Illegal Production and Transportation of Drugs.

According to authorities, in early August, Taiwan (China) provided information about two Taiwanese suspects who were suspected of going to Vietnam to transport drugs, disguised as fishing boats.

Immediately afterwards, the Drug Crime Investigation Police Department deployed professional measures to verify.

In early September, 6 members of the ring entered Vietnam, booked a hotel, rented a car, an interpreter, rented a warehouse and bought 100 tons of cement to be gathered in Hong Bang District (Hai Phong City). After completing all the steps, the members left for China.

Through verification, the authorities determined that the cement was just a cover for a drug shipment worth tens of millions of USD, waiting for procedures to be exported abroad for consumption by sea.

On September 20, two ringleaders entered Vietnam, went to a warehouse in Hai Phong and directed the unloading of sacks containing drugs hidden in a cement warehouse.

At the investigation agency, Lieu Chi Hoai confessed that he and a number of others established a pharmaceutical company abroad, then took advantage of it to buy precursors and chemicals to produce synthetic drugs.

Finished drugs are transported to Vietnam via the land route to Thai Binh, then taken to Hai Phong to be exported to a third country.

Police determined that over the past year, the subjects' company was licensed to import 64 types of precursors, chemicals, and solvents with a quantity of nearly 9,000 tons, worth more than 5.7 million USD.
