Dismantling a gambling ring worth over 1,000 billion VND in Hanoi

Hanoi City Police Department determined that from 2021 to present, the gambling amount of Loi, Tinh and related people amounted to more than 1,000 billion VND.

Hanoi City Police have just issued a decision to prosecute the case and prosecute Vu Sinh Loi (born in 1982), Nguyen Chi Tinh (born in 1989), both residing in Van Con commune (Hoai Duc district, Hanoi), Do Hoai Nam (born in 1991), residing in Quoc Oai town (Quoc Oai district, Hanoi) and 8 other subjects to investigate the acts of organizing gambling, gambling, and lending at high interest rates in civil transactions.

According to investigation documents and statements of the subjects, the police agency determined that around 2021, due to not having a job and needing money to spend, Vu Sinh Loi discussed with Nguyen Chi Tinh to contribute capital to receive lottery numbers or transfer football betting accounts, lottery accounts on the Internet to customers who wanted to play. Loi and Tinh agreed that Tinh would be the one to manage, operate, and transact gambling with players.

Then, Tinh took the football betting account and lottery account of a man (identity not yet determined) to divide and give to many different players via messages on Zalo and Telegram applications.

Every week, Tinh informs Loi of the winnings and losses via Zalo and Telegram groups. Loi will be responsible for 20% of the total winnings and losses with customers, Tinh is responsible for the remaining amount.

To conceal his crimes, Tinh used multiple phone numbers (junk SIMs), registered multiple accounts on different social networking applications to receive lottery numbers or exchange content related to gambling activities.

Loi directed Tinh and his subordinates and related subjects to hide phones, computers and equipment related to gambling activities. When discovered, the authorities must immediately throw away and smash the phones and equipment to destroy the evidence.

Every day, after payment and finalization of winnings and losses, Loi, Tinh and related subjects will delete or revoke messages related to gambling activities.

During the investigation, the police determined that Loi and Tinh organized gambling in the form of transferring football betting accounts, with daily transaction amounts of 1-2 billion VND; organized gambling in the form of recording lottery numbers, with amounts of about 500 million VND/day.

From 2021 to present, the gambling amount of Loi, Tinh and related people has reached more than 1,000 billion VND.

In addition to organizing gambling, Nguyen Chi Tinh also lent money to many customers at "exorbitant" interest rates, from 3,000-5,000 VND/1 million VND/day. From around 2021 until now, Tinh has lent money to more than 200 customers, totaling more than 1 billion VND.

Expanding the investigation, the police agency also clarified that the couple Do Hoai Nam and Bui Thi Them received football betting accounts from Loi and Tinh to gamble and lend money to many people in Quoc Oai district, with interest rates ranging from 3,000-5,000 VND/1 million VND/day.

From around 2021 to present, Nam and his wife have lent money to more than 300 customers with a total amount of about 2 billion VND. During an emergency search of the residences and workplaces of Vu Sinh Loi, Nguyen Chi Tinh, and Do Hoai Nam, the police seized 10 mobile phones of various types, iPads, laptops, 3 baseball bats, 2 three-section sticks, a nylon bag containing solid crystals suspected to be drugs, 9 objects suspected to be bullets and 4 objects suspected to be bullet casings, over 370 million VND and some other documents.

The police agency urgently investigated, clarified, and at the same time consolidated the records to strictly handle the subjects according to the law.
