Five-year-old preschool children in public schools will be exempt from tuition fees from the beginning of the next school year.
The information is stated in the document of the Ministry of Education and Training on the implementation of collections for the 2024-2025 school year.
The Ministry noted that localities should implement policies on tuition exemption and reduction, and support for learning costs according to Decree 81 of 2021. All 5-year-old preschool children in public schools (not yet autonomous) are exempted from tuition fees, starting from September 1. Previously, the groups supported were children with disabilities, poor households, orphans, in remote areas, islands, and areas with special difficulties...
For non-tuition revenues such as services and educational support, schools must comply with resolutions of local People's Councils.
Decree 81 stipulates the tuition fee ceiling for all levels of education for the 2021-2026 period. In preschools, from the 2022-2023 school year, public schools that have not guaranteed regular expenses (not yet autonomous) can collect a maximum of 50,000 to 540,000 VND per student per month, depending on the location. This level may increase annually, but not more than 7.5%.
Due to the impact of Covid-19, the above policy has not been implemented. Last school year, localities still applied the collection rate from 2021 and earlier, the highest being 200,000 VND per month. Some provinces and cities exempted tuition fees for all students, including preschoolers and kindergarteners, such as Hai Phong, Quang Binh, Da Nang, and Ba Ria-Vung Tau.
