8 provinces and cities have exempted tuition fees for the 2022-2023 school year

People's Committee of Bac Ninh provincehas just agreed to the proposal of the Department of Education and Training, deciding to support 100% of tuition fees for preschool children and high school students in the 2022-2023 school year in the province.

In the submission requesting policy to support tuition fees for preschool children and high school students in the province for the 2022-2023 school year, the Department of Education and Training of Bac Ninh proposed 2 options. Of which, the total estimated funding for option 1 is more than 86 billion VND (support for the first semester); option 2 is more than 193 billion VND (support for the entire school year). After discussion with departments, branches, and localities, the Provincial People's Committee agreed to choose option 2, and at the same time requested the Department of Education and Training to complete the dossier and submit it to the competent authority for approval for implementation.

Previously, the Provincial People's CouncilQuang Binhdecided not to collect tuition fees for the first semester of the 2022-2023 school year for preschool children and public secondary school students at all levels. For the second semester, the province will consider adjusting the increase to the floor level according to Government regulations.

People's CouncilCan Tho Cityalso decided to exempt tuition fees for 100% of students in the area. Accordingly, the support level is equal to 100% of the tuition fee for the 2022-2023 school year. The total expected support fund is 308,943 billion VND, implemented by the city's state budget. This is the first time Can Tho has exempted all tuition fees for students from preschool to high school in the area.

InDanangThe City People's Council also passed a resolution on tuition support for preschool children and high school students for the 2022-2023 school year.

Specifically, the city supports 100% of the tuition fee for 9 months of the 2022-2023 school year according to the public tuition fee rate for the 2022-2023 school year as prescribed by the City People's Council. Subjects who are entitled to reduced tuition fees according to central and city policies are compensated with support equal to 100% of the public tuition fee rate for the 2022-2023 school year.

Hai PhongTuition fees for preschool and secondary schools have been exempted since the 2020-2021 school year, and high school students have had their tuition fees reduced since the 2021-2022 school year. By the 2022-2023 school year, 100% of students at all levels in Hai Phong city will be exempted from tuition fees (except for primary schools which are exempted according to the Education Law). It is known that each year, the city allocates more than 400 billion VND from the local budget to support education.

LIVEBa Ria - Vung Tau, The Provincial People's Council also issued a resolution to support tuition fees for 5-year-old preschool children and secondary school students in the province for the period 2022 - 2025. Accordingly, 5-year-old children will receive tuition support from the 2022 - 2023 school year (September 1, 2022) to the end of the 2023 - 2024 school year. As for secondary school students, they will receive support from the 2022 - 2023 school year (from September 1, 2022) to the end of the 2024 - 2025 school year.

The support level is 100% of the public tuition fee according to the regulations of the People's Council of Ba Ria - Vung Tau province for each level of education in each school year. It is expected that the provincial budget will spend more than 568 billion VND to support tuition fees according to this resolution for the entire period of 2022-2025. Of which, the 2022-2023 school year alone will be more than 140 billion VND.

InBac KanAfter studying and synthesizing the opinions of the units, the Department of Education and Training drafted a document with comments from the Provincial People's Committee. Accordingly, Bac Kan province agreed with the proposal of the Ministry of Education and Training to keep tuition fees stable in this new school year, and exempt tuition fees for junior high school students.

This locality also requested the Ministry of Education and Training to advise the Government to issue a roadmap for implementing tuition fees from the 2023-2024 school year so that localities have a basis for implementation.

Provincial People's CouncilQuang Ninhpassed a resolution to exempt 100% of tuition fees for the 2022-2023 school year for preschool children, primary, secondary and high school students, and students studying general education programs at educational institutions in the province.

Students are exempted according to the actual number of months of study but not more than 9 months. The support money will be taken from the provincial budget in the annual estimate.

Since the previous school year, Quang Ninh has reduced 100% of tuition fees for students from kindergarten, primary school, secondary school, high school, public and private schools due to the heavy impact of the COVID-19 epidemic.
