On the morning of January 18, leaders of Hai Duong City People's Committee had a dialogue with people about land acquisition to clear the site for the residential area project in the west of Tu Minh ward.
At the dialogue, Vice Chairman of Hai Duong City People's Committee Tang Van Quan discussed and clarified the petitions of 21 households whose land was recovered to implement the above project.
Regarding the opinions of households on compensation, support for site clearance, resettlement and land use origin, Hai Duong City leaders affirmed that the authorities have carefully and objectively reviewed and implemented the correct procedures in the spirit of ensuring the highest interests of the people and stabilizing the situation. In addition to reviewing the land origin, the city also grasped the residential situation and family circumstances of each case to propose appropriate solutions.
The project of the residential area west of Tu Minh ward was implemented so that the city has a resettlement land fund to carry out key projects serving socio-economic development, especially the project of renovating and expanding Vu Cong Dan street. According to the plan, the project must complete the technical infrastructure before May 31, 2023, but due to the project's slow progress, it has affected the implementation of other projects.
According to the Land Clearance Board of Hai Duong City, to implement the first phase of the residential area project in the west of Tu Minh Ward, the city has approved the compensation plan, provided support and paid money to 70 households, completing the clearance of 6.2/6.9 hectares. There are still problems related to 21 households using 20 plots of land originating from 4 public plots but arbitrarily leveled, transferred, received transfers and illegally used them as residential land, therefore not eligible for compensation and support for land recovery.
To resolve the people's petition, the Project Clearance Council assigned the Department of Natural Resources and Environment and the People's Committee of Tu Minh Ward to verify the construction, residence, and land management situation related to the above households. From there, there is a basis to report to the Provincial People's Committee to allow land allocation with land use fees, purchase or rent social housing to ensure the rights of cases where land is recovered and there is no other house or place to live.
