On the afternoon of January 8, comrade Luu Van Ban, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Hai Duong Provincial People's Committee inspected a number of investment projects in the province and directed the need to focus on removing obstacles in site clearance work.
At the inspection sites, Mr. Luu Van Ban, Standing Vice Chairman of the Provincial People's Committee, listened to reports from investors, units, departments, branches, and localities on the implementation status, difficulties, and obstacles in site clearance for investment projects. He emphasized that site clearance is carried out on three principles: strictly following the process, ensuring the legitimate rights and interests of the people, and focusing on propaganda and mobilization work.
Regarding the investment project to build a new urban area in the south of Hai Duong City (sub-area 2), there are currently some areas that have not been handed over the land related to the overlapping area between the project and the 62m road and some households in Hai Duong City and Gia Loc District have not been handed over. The Standing Vice Chairman of the Provincial People's Committee requested to continue to promote propaganda and mobilize people to create consensus; coordinate to calculate the financial obligations of the investor for this land area. The investor needs to fulfill its financial obligations and speed up the project implementation progress according to the approval decision.
Inspecting the investment and business project of the Hong Duc - Hung Long industrial cluster infrastructure (Ninh Giang), the Standing Vice Chairman of the Provincial People's Committee pointed out a number of existing problems and intertwined difficulties. He requested to review the investment procedures for a number of items and the process of assigning secondary investors to implement the project. The Departments of Natural Resources and Environment, Planning and Investment, Industry and Trade and Ninh Giang district reported in writing. The Department of Industry and Trade synthesized a report to the Provincial People's Committee as a basis for considering and resolving the investor's request.
Inspecting the progress of site clearance for the project to build a new residential area in Tu Ky town, the Standing Vice Chairman of the Provincial People's Committee assigned the District Party Committee, the District People's Committee and Tu Ky town to continue to propagate and mobilize to create consensus in site clearance, on the principle of ensuring maximum legal and legitimate rights of the people, stabilizing the people's situation, especially focusing on propaganda work. Regarding the proposal of Gia Loc District People's Committee on the construction of a number of traffic connection projects, Standing Vice Chairman of the Provincial People's Committee Luu Van Ban assigned the Department of Transport to propose public investment in the feeder road from O Xuyen pontoon bridge to National Highway 38. With the proposal to build a bypass of National Highway 37 connecting Gia Loc District with Hai Duong City, the two localities discussed and developed a unified plan for joint implementation.
The new urban area project in the south of Hai Duong city (sub-area 2) has a total area of over 193,854 hectares. Of which, phase 1 covers an area of 77.62 hectares, with a total investment of nearly 1,388 billion VND, and technical infrastructure investment progress to be completed before June 30, 2024. Phase 2 covers an area of 116.23 hectares, with a total investment of nearly 1,752 billion VND, and technical infrastructure investment progress of 60 months from July 10, 2023.
The Hong Phuc – Hung Long Industrial Park Infrastructure Investment and Business Project has a total area of 497,790 m2. The area to be recovered and changed for the purpose of handing over to the investor is 260,455 m2.
Tu Ky Town Residential Area Construction Project has a total land clearance area of 151,238 m2 involving 411 households.
