Hai Duong City proposes not to merge 4 inner-city wards

This is the content discussed by members of the Provincial People's Committee at the regular October meeting (first time) of the Hai Duong Provincial People's Committee on the afternoon of October 5, chaired by Chairman of the Provincial People's Committee Trieu The Hung.

Chairman of the Provincial People's Committee Trieu The Hung requested that the matter of not merging key wards in terms of national defense must be carefully considered.

Hai Duong City People's Committee has reported to the province on the overall plan to arrange commune-level administrative units in the city in the period of 2023-2025. This includes the plan to establish 1 ward based on the merger of 3 wards: Tran Hung Dao, Quang Trung, Nguyen Trai and 1 ward merged from 3 wards: Le Thanh Nghi, Pham Ngu Lao, Tran Phu. However, the 4 wards of Tran Phu, Nguyen Trai, Quang Trung, Tran Hung Dao are recognized by the Ministry of National Defense as key wards in terms of national defense.

According to the regulations of the National Assembly Standing Committee, these wards are not required to be arranged.

Chairman of the Provincial People's Committee Trieu The Hung requested the Hai Duong City People's Committee to coordinate with the Department of Home Affairs and the Provincial Military Command to continue reviewing and assessing 4 key defense wards in the area, and seek opinions from Military Region 3 and the Ministry of National Defense. At the same time, continue to develop a plan for arrangement according to the original plan so as not to be passive in implementation.

Regarding the arrangement of commune-level administrative units in districts and towns, Chairman of the Provincial People's Committee Trieu The Hung requested relevant agencies and units to closely coordinate and develop arrangement plans suitable to reality. Based on the proposed plans of localities, the Department of Home Affairs and the Provincial People's Committee Office will complete the report and submit it to competent authorities according to regulations.
