It is expected that the arrangement and settlement of regimes for these 58 officials and civil servants will be completed before December 2024, ensuring compliance with regulations.
Up to now, Hai Duong province has arranged and resolved the regime for 379 commune-level cadres and civil servants who were redundant due to the rearrangement of commune-level administrative units in the period of 2019-2021. Currently, there are still 58 commune-level cadres and civil servants (42 cadres and 16 civil servants) who must be arranged and resolved according to regulations and are expected to be resolved before December 2024.
The above information was provided in Report No. 361-BC/TU dated September 14, 2023 of the Standing Committee of the Hai Duong Provincial Party Committee summarizing the implementation of Instruction No. 28-HD/BTCTW dated February 28, 2020 of the Central Organizing Committee on the implementation of the arrangement of organizations, cadres, civil servants, public employees of party agencies, the Fatherland Front and socio-political organizations in localities implementing the arrangement of administrative units at the district and commune levels.
According to Resolution No. 653/2019/UBTVQH14 dated March 12, 2019 of the National Assembly Standing Committee, the Provincial People's Committee decides on the list and number of job positions and continues to streamline the payroll, restructure the staff, civil servants and public employees according to the resolutions and conclusions of the Party, regulations of the State and in accordance with reality. No later than 5 years from the effective date of the resolution of the National Assembly Standing Committee on the arrangement for each administrative unit, the number of leaders, managers and the number of civil servants and public employees in the new administrative unit must comply with regulations.
Resolution No. 788/NQ/UBTVQH14 dated October 16, 2019 of the National Assembly Standing Committee on the arrangement of commune-level administrative units in Hai Duong province takes effect from December 1, 2019. That is, the arrangement and restructuring of the staff, civil servants and public employees in Hai Duong must be completed before December 2024.
Of the 379 redundant officials and civil servants, 298 retired at the right age or before the prescribed age, 8 were successfully recruited as civil servants at the provincial and district levels, and 73 were transferred to communes lacking civil servant positions.
In 2019, Hai Duong province reorganized 55 commune-level administrative units to establish 25 new units, reducing 30 units. After the reorganization, Hai Duong province has 235 communes, wards and towns. The newly reorganized administrative units began operating from December 1, 2019. Hai Duong is the province that completed the reorganization of commune-level administrative units in the 2019-2021 period early in the country.
In the 2023-2025 period, Hai Duong plans to reorganize 60 commune-level administrative units. After the reorganization, the province is expected to have 204 communes, wards, and towns, a reduction of 31 administrative units.
