On the afternoon of December 18, right after the Conference of the Executive Committee of the Hai Duong Provincial Party Committee, term XVII, on summarizing the implementation of Resolution No. 18-NQ/TW, the leaders of the Hai Duong Provincial People's Committee held two thematic meetings to direct the arrangement of the organizational apparatus of the departments.
Comrade Luu Van Ban, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired the meeting with leaders and managers of the Departments of Natural Resources and Environment, Agriculture and Rural Development, Transport, and Construction.
Comrade Nguyen Minh Hung, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired the meeting with the Departments of Home Affairs, Labor, War Invalids and Social Affairs, Science and Technology, and Information and Communications.
At the meeting, the leaders of the Provincial People's Committee thoroughly grasped the plan of the Provincial Party Standing Committee on the plan to arrange and streamline the organizational apparatus of departments, branches, agencies and units under the Provincial People's Committee.
For each department subject to consolidation and reorganization, the leaders of the Provincial People's Committee have reviewed the functions, tasks, current status, and effectiveness of specialized departments and affiliated units (centers, branches, offices, etc.) to develop a reorganization project.
Accordingly, many specialized departments and units under the departments will be dissolved, transferred, and rearranged. At the same time, departments and units with similar functions and tasks will be merged to concentrate on one focal point, avoiding the situation where many agencies do the same job. The internal organization will be restructured and rearranged in the direction of reducing at least 15-20% of internal focal points as required in the plan of the Provincial Party Standing Committee.
Concluding the meeting, Standing Vice Chairman of the Provincial People's Committee Luu Van Ban noted that the arrangement of personnel within the departments should be based on capacity, qualities and criteria. In particular, it is necessary to pay attention to listening to the thoughts, aspirations and ideas of cadres, and respecting the opinions of those subject to arrangement.
Officials have the right to exchange and express opinions and wishes for consideration by the organization. Ideological work with officials, civil servants, public employees and workers is extremely important. All opinions are received, answered and responded to fully, ensuring fairness, impartiality, objectivity, respect and legitimate reasons.
Departments focus on presiding over and coordinating the development of a project to streamline the apparatus and continue to propose and provide opinions.
Vice Chairman of the Provincial People's Committee Nguyen Minh Hung highly appreciated the initiative and consensus of the units subject to the arrangement. He emphasized that the head is fully responsible for the progress and results of the arrangement. The departments and offices after the arrangement must ensure the prescribed criteria. After the arrangement, the efficiency, effectiveness and efficiency must be ensured.
In the arrangement of staff, there must be democracy, fairness, stability, and solidarity before, during, and after the arrangement. Agencies and units not subject to the arrangement must also review and streamline their internal apparatus. Evaluate the functions, tasks, current situation, organizational structure, payroll, staff, finances, and assets of the agency. At the same time, proactively estimate the number of redundant staff that need to be streamlined to develop and propose support policies.
It is expected that the leaders of the Provincial People's Committee will continue to work with the Departments of Planning and Investment and Finance on organizational restructuring.
