Speaking at the discussion at the Conference of the Executive Committee of the Hai Duong Provincial Party Committee, term XVII, on summarizing the implementation of Resolution No. 18-NQ/TW of the Central Executive Committee of the Party, term XIII, on continuing to innovate and perfect institutions and policies, improving the effectiveness and efficiency of land management and use, creating momentum to turn our country into a developed country with high income, comrade Dong Dung Manh, Provincial Party Committee member, Secretary of Thanh Mien District Party Committee said that based on the practical situation at the grassroots level, streamlining the apparatus at this time is reasonable and necessary.

Comrade Dong Dung Manh assessed that the recent arrangement of commune-level administrative units in the 2023-2025 period has contributed to streamlining the apparatus and reducing budget expenditures.

The apparatus must first be refined, then compact. Reducing the number of contacts and people to increase the benefits for those who continue to participate in the work is necessary.

"The problem is that the apparatus must be refined, there must be a mechanism to attract talented people, train and foster them so that the apparatus can operate smoothly and meet the requirements," Comrade Dong Dung Manh emphasized.

There are still many difficulties and problems with the model of operating inter-level schools, and mergers are still mechanical. It is recommended that schools not be merged when merging communes, which causes difficulties for teachers, parents, and students, and causes problems in the socialization of education when there are many schools.
