Prime Minister directs support for workers working at construction sites during Tet

The Prime Minister directed to take care of and support workers with the spirit of not letting construction units, contractors, workers, and laborers be "lonely on the construction site", especially lacking money for Tet.

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 06/CD-TTg dated January 25, 2025 on caring for and supporting workers working at construction sites during the Lunar New Year 2025.

Telegram to Ministers of Ministries, Heads of ministerial-level agencies, Government agencies; Secretaries of Provincial and Municipal Party Committees; Chairmen of People's Committees of provinces and centrally-run cities; President of the Vietnam General Confederation of Labor.

The dispatch stated: In the past time, the Politburo, the Secretariat, the National Assembly, the Government and the Prime Minister have paid attention to directing; all levels, sectors and localities have been actively implementing many practical and effective solutions to care for the lives and ensure social security for people and workers on the occasion of the Lunar New Year 2025.

During the Lunar New Year, on many important national projects and works, key projects such as Long Thanh International Airport Project, T3 Passenger Terminal of Tan Son Nhat International Airport, Noi Bai Airport Passenger Terminal and especially projects in the 500-day and night emulation movement to complete 3,000 km of expressways (North-South Expressway projects in the East, Hau Giang-Ca Mau, Chau Doc-Can Tho-Soc Trang expressways...), thousands of cadres, workers and laborers still work hard every day, every hour on the construction site to ensure the project progress with the spirit of working "3 shifts, 4 shifts," working "throughout Tet," regardless of day or night.

The Prime Minister commended the ministries, agencies, localities, units, investors, project management boards, contractors, cadres, workers and laborers for their efforts in leading, directing and organizing the construction of basic projects to meet requirements on progress and quality.

In order for all workers and laborers on all construction sites to have a joyful, healthy, warm, safe, economical Tet holiday, while ensuring quality, progress, technical aesthetics, and environmental sanitation on construction sites, the Prime Minister requests ministries, branches, and localities, according to their assigned functions, tasks, and authorities, to thoroughly grasp and seriously and fully implement Directive No. 40-CT/TW dated December 11, 2024 of the Secretariat on organizing the Lunar New Year 2025 and Directive No. 45/CT-TTg dated December 18, 2024 of the Prime Minister on strengthening measures to ensure a joyful, healthy, safe, and economical Lunar New Year 2025.

Party secretaries direct, urge, and inspect; Chairmen of People's Committees at all levels direct and organize implementation: Labor agencies coordinate with provincial and municipal labor federations to request enterprises, investors, and contractors of important national projects and key projects to proactively implement positive measures to care for the lives, pay salaries and bonuses to workers and laborers in accordance with the regime, on time, and in accordance with regulations, ensuring that all workers and laborers have Tet and continue to be attached to the construction site during Tet, with the spirit of not letting construction units, contractors, workers, and laborers be "lonely on the construction site," especially lacking money to "celebrate Tet." Fully implement social insurance and health insurance policies and regimes according to regulations.

Focus on reviewing and grasping the living conditions of workers and laborers at construction sites during the Lunar New Year, especially policy beneficiaries and people in difficult circumstances (the poor, people in areas affected by natural disasters, storms, floods, landslides, etc.) to pay special attention, care, and provide timely and appropriate support. Organize visits and give gifts to the right beneficiaries and the right regime, publicly and transparently, ensuring that all policy beneficiaries and people in difficult circumstances who stay at the construction site receive gifts before Tet.

Strengthen inspection of accommodation and work sites and implementation of occupational accident prevention, ensuring occupational safety and hygiene, and fire and explosion prevention.

The Ministry of Labor, War Invalids and Social Affairs shall preside over and coordinate with relevant ministries, agencies and localities to urge, monitor, inspect and guide localities, enterprises and employers to implement tasks of caring for the lives, regimes, policies and ensuring social security for workers and laborers working at construction sites before, during and after the Lunar New Year 2025; proactively grasp the situation and promptly handle arising issues according to authority and regulations. Coordinate with localities to organize activities to visit and give gifts to workers and laborers at construction sites.

The Ministry of Industry and Trade shall preside over and coordinate with agencies and localities to effectively ensure the supply of essential goods to meet the consumption needs of workers and laborers during Tet. Coordinate with enterprises to organize discount and promotion programs for workers and laborers.

The Ministry of Health shall preside over and coordinate with relevant agencies and localities to well organize medical examination and treatment, be on duty 24/24 hours; proactively develop plans to ensure adequate supplies of medicines, blood, infusion fluids, supplies, chemicals, medical equipment, and medical oxygen; and prepare conditions and means to be ready to respond to and serve treatment and emergency care during Tet.

Relevant ministries, agencies and localities should strengthen and proactively inspect and urge contractors to arrange sufficient machinery, equipment and construction personnel in the spirit of "overcoming the sun, overcoming the rain, not losing to the wind and storms", working "3 shifts, 4 shifts, through the night, through Tet", "eating quickly, sleeping urgently", "only working, not backtracking" to speed up progress and ensure construction quality, bring projects to the finish line on schedule, striving to exceed the set schedule, especially projects planned to be completed in 2025.

Propose that the Vietnam General Confederation of Labor direct trade unions at all levels to closely coordinate with the People's Committees of provinces and centrally-run cities and the Department of Labor, War Invalids and Social Affairs to grasp the labor and employment situation, inspect and supervise the payment of salaries and bonuses at units and enterprises, and have plans to support and care for the lives of workers and laborers, especially those who stay to work on construction works and projects during Tet, ensuring timeliness and practicality, especially for the poor and people in difficult circumstances.

Investors, project management boards, and construction contractors actively and proactively take care of the spiritual and material lives of workers and employees, fully and promptly implement salary, bonus, social insurance, health insurance, and other support policies for workers and employees in accordance with the law and the actual situation of the unit or enterprise.

Organizing a New Year's Eve and Tet celebration suitable for workers and laborers on the construction site with the spirit of "Tet on the construction site does not lack love at home", ensuring joy, health, warmth, safety and savings, encouraging workers and laborers to work enthusiastically, speeding up progress and ensuring the quality of the projects.

Implement synchronous and effective measures to prevent occupational accidents, ensure absolute safety, occupational hygiene, and fire and explosion prevention during construction at the construction site; develop scenarios, proactively and promptly handle arising situations effectively, and avoid being passive or surprised.

The Government Office, according to its assigned functions and tasks, shall monitor and urge the implementation of this Official Dispatch; report to competent authorities on issues beyond its authority.
