Press Release No. 1, 6th Session, 15th National Assembly

In the morning, at 7:15 a.m., National Assembly delegates laid wreaths and visited President Ho Chi Minh's Mausoleum.

At 8 o'clock, the National Assembly held a preparatory session.

The National Assembly listened to: National Assembly Chairman Vuong Dinh Hue's speech; National Assembly Secretary General - Head of the National Assembly Office Bui Van Cuong reported on the reception, explanation and revision of the proposed program of the 6th Session of the 15th National Assembly. After that, the National Assembly discussed and voted to approve the program of the 6th Session of the 15th National Assembly, with the following results: 478 delegates participated in the vote (equal to 96.76% of the total number of National Assembly delegates), of which 477 delegates approved (equal to 95.56% of the total number of National Assembly delegates); 1 delegate did not approve (equal to 0.2% of the total number of National Assembly delegates).

At 9:00 a.m., under the direction of Permanent Vice Chairman of the National Assembly Tran Thanh Man, the National Assembly held a flag-saluting ceremony; Secretary General of the National Assembly - Head of the National Assembly Office Bui Van Cuong announced the reason and introduced delegates attending the Session; National Assembly Chairman Vuong Dinh Hue delivered the opening speech of the 6th Session of the 15th National Assembly.

The opening session was attended by General Secretary Nguyen Phu Trong; President Vo Van Thuong; Prime Minister Pham Minh Chinh; Permanent member of the Secretariat Truong Thi Mai; Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; leaders and former leaders of the Party, State, and Vietnam Fatherland Front; representatives of central ministries, departments, and branches; heads of foreign diplomatic missions and international organizations in Hanoi.

The opening session was broadcast live by Voice of Vietnam (VOV1), Vietnam Television (VTV1), and Vietnam National Assembly Television for voters and people nationwide to follow.

Under the direction of Permanent Vice Chairman of the National Assembly Tran Thanh Man, the National Assembly heard the following contents:

(1) Prime Minister Pham Minh Chinh presented the Report on the results of the implementation of the socio-economic development plan in 2023; the projected socio-economic development plan in 2024; Chairman of the National Assembly's Economic Committee Vu Hong Thanh presented the Report on the verification of the results of the implementation of the socio-economic development plan in 2023; the projected socio-economic development plan in 2024.

(2) Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien presented a report summarizing opinions and recommendations of voters and people sent to the 6th Session of the 15th National Assembly.

(3) Member of the National Assembly Standing Committee, Head of the People's Petitions Committee of the National Assembly Standing Committee Duong Thanh Binh presented the Report on the results of supervising the settlement of voters' petitions sent to the 5th Session of the 15th National Assembly.

In the afternoon, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly listened to the following contents:

(1) Minister of Planning and Investment Nguyen Chi Dung, authorized by the Prime Minister, presented the Mid-term Assessment Report on the implementation of the 5-year Socio-Economic Development Plan 2021 - 2025 and the Economic Restructuring Plan for the period 2021 - 2025; Chairman of the National Assembly's Economic Committee Vu Hong Thanh presented the Verification Report on the above content.

(2) Minister of Finance Ho Duc Phoc, authorized by the Prime Minister, presented the Report on the implementation of the state budget in 2023, the state budget estimate, the central budget allocation plan in 2024, the 3-year state budget-finance plan for 2024 - 2026 (including the content on supplementing the regular expenditure estimate of the state budget in 2023 for ministries, central agencies and localities); Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh presented the Verification Report on the above content.

(3) Minister of Finance Ho Duc Phoc, authorized by the Prime Minister, presented the Mid-term Assessment Report on the implementation of the National Financial Plan and public debt borrowing and repayment for the 5-year period 2021 - 2025; Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh presented the Verification Report on the above content.

(4) Minister of Planning and Investment Nguyen Chi Dung, authorized by the Prime Minister, presented the Mid-term Assessment Report on the implementation of the Medium-term Public Investment Plan for the 2021-2025 period; Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh presented the Verification Report on the above content.

(5) Minister of Planning and Investment Nguyen Chi Dung, authorized by the Prime Minister, presented the Report on the implementation results of Resolution No. 43/2022/QH15 on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program; Chairman of the National Assembly's Economic Committee Vu Hong Thanh presented the Verification Report on the above content.

* Tuesday, October 24, 2023In the morning, the National Assembly discussed in groups: Assessment of the results of the implementation of the 2023 socio-economic development plan; projected socio-economic development plan for 2024; State budget implementation in 2023, state budget estimates, central budget allocation plan for 2024; Mid-term assessment of the implementation of the plans: socio-economic development in 2021 - 2025; economic restructuring in the 2021 - 2025 period; medium-term public investment in the 2021 - 2025 period; national finance and borrowing and repayment of 5-year public debt in the 2021 - 2025 period; Results of the implementation of Resolution No. 43/2022/QH15 on fiscal and monetary policies to support the Socio-economic Recovery and Development Program; Government report on piloting a number of specific mechanisms and policies for the development of Da Nang city; Results of reviewing the system of legal documents according to the provisions of Resolution No. 101/2023/QH15 on the 5th Session, 15th National Assembly.

In the afternoon, the National Assembly discussed in the hall a number of contents with different opinions in the draft Law on Management and Protection of National Defense Works and Military Zones; and conducted the process of taking a vote of confidence for those holding positions elected and approved by the National Assembly.
