The 6th session of the 15th National Assembly is divided into two sessions, held at the National Assembly House. Session 1 lasts 20.5 working days, from October 23 to November 16; Session 2 lasts 4.5 days, from November 24 to the morning of November 29.
Continuing the 26th Session program, on the afternoon of September 18, the National Assembly Standing Committee gave opinions on the preparation for the 6th Session of the 15th National Assembly.
Presenting a report on some issues regarding the preparation of the Session, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong said that the National Assembly is expected to work for 25 days, opening on October 23 and closing on November 29.

The Government proposed to add 12 contents to submit to the National Assembly for consideration and decision; including the pilot application of investment support policies in the high-tech sector; the application of additional corporate income tax according to regulations against global tax base erosion; the piloting of a number of policy mechanisms to remove obstacles in a number of laws related to investment in road construction; the collection of fees for using state-invested expressways; the adjustment of a number of contents of Resolution 53/2017/QH14 on the Feasibility Study Report of the Land Acquisition, Compensation, Support, and Resettlement Project of Long Thanh International Airport...
The Government proposed that the National Assembly consider the national marine spatial planning; the implementation of the 2023 financial plan and the expected 2024 plan of the extra-budgetary financial funds managed by the Central Government; a number of specific policy mechanisms applicable to investment projects using increased revenue and savings from the central budget in 2022 and the use of increased revenue and savings from the central budget in 2021 allocated to the Socio-Economic Recovery and Development Program to implement the policy of supporting the remaining rent for workers; the national target program on the development of Vietnamese culture and people...
Regarding content preparation, Mr. Bui Van Cuong said that after the September 2023 meeting, most of the meeting's content had been commented on by the National Assembly Standing Committee, including continuing to comment for the second time on the draft Land Law (amended) and the Social Insurance Law (amended). Contents related to socio-economics, state budget, reports on voters' recommendations and a number of other important issues will be commented on by the National Assembly Standing Committee at the October 2023 meeting.
Due to the large volume of content submitted to the National Assembly at the 6th Session with many difficult and complicated contents, in order to ensure time for National Assembly deputies to carefully study the documents, the Secretary General of the National Assembly requested that the National Assembly Standing Committee continue to direct relevant agencies to urgently complete the contents to send to National Assembly deputies on time; at the same time, continue to publicize the list of relevant agencies that are late in sending documents of the Session.
Through discussion, members of the National Assembly Standing Committee basically agreed to hold the 6th Session at the National Assembly House in two sessions; at the same time, they suggested that the discussion time should be arranged more reasonably.
Chairman of the National Assembly's Law Committee Hoang Thanh Tung suggested that draft laws submitted to the National Assembly for approval should be scheduled for early submission, so that relevant agencies have more time to complete the Report on reception and explanation before the National Assembly votes to approve them.
Concluding the session, National Assembly Chairman Vuong Dinh Hue noted that a discussion session should be arranged for the National Assembly Standing Committee's Report on the results of receiving citizens and handling petitions in 2023; one day should be spent discussing judicial work; two days should be spent discussing socio-economic issues and the state budget...; productivity should be increased and the session duration should be shortened.
The National Assembly Chairman emphasized that this session continues to break the record of previous sessions in terms of the number of laws, resolutions, and important issues submitted to the National Assembly. Therefore, the urgent contents proposed by the Government to be supplemented must be further attempted to ensure progress and time for submission to the National Assembly.
