Removing difficulties and obstacles in site clearance and granting construction material mines

On the morning of November 25, Prime Minister Pham Minh Chinh, Head of the State Steering Committee for important national projects and works, key to the transport sector (Steering Committee) chaired the 8th meeting of the Steering Committee.

The meeting was held in a direct and online format between the Government headquarters and 45 provinces and centrally-run cities with important national and key projects in the transport sector.

Attending the meeting were members of the Steering Committee who are ministers, heads of ministerial-level agencies, and agencies under the Government; Chairmen of People's Committees of provinces and cities; representatives of Project Management Boards, State economic groups, investors, consulting units, and construction contractors.

Opening the meeting, Prime Minister Pham Minh Chinh said that the whole country has mobilized maximum central, local and other legal capital sources to focus on implementing one of the three strategic breakthroughs: transport infrastructure.

Currently, the country has 34 major projects, 86 projects and key national component projects, key transport sectors in 48 provinces and centrally-run cities. Of these, 5 are railway projects, 2 are airport projects, the rest are expressway projects and belt roads in the Hanoi and Ho Chi Minh City capital regions.

At the 7th meeting of the Steering Committee, the Prime Minister gave instructions, followed by 3 telegrams to promote the implementation of important national projects and key works in the transport sector.

Ministries, branches and localities actively carry out tasks, take initiative in work, resolve problems within deadlines, do not shirk responsibility, remove difficulties and obstacles, promote project implementation, especially in site clearance, granting of common construction material mines and project implementation progress.

Since the 7th session, 3 expressway projects have been started and inaugurated, including the start of the Tuyen Quang-Ha Giang expressway (section through Tuyen Quang province); the inauguration of 2 expressway projects National Highway 45-Nghi Son and Nghi Son-Dien Chau.

Along with that, prepare to deploy a number of other projects and build a number of policy mechanisms to resolve difficulties and problems to submit to the 15th National Assembly.

The Prime Minister requested that at the 8th meeting, the Steering Committee focus on reviewing and grasping the situation; proposing solutions to promote projects and deploy new projects; at the same time reviewing mechanisms, policies, and laws, creating an open mechanism not only for important national projects and works but also for other projects in the coming time.

Delegates continued to focus on reviewing and resolving difficulties and obstacles in site clearance and granting of common construction material mines; investment preparation work, guidance for localities in changing the purpose of forest land use, applying construction material prices; pre-feasibility and feasibility reports of new projects; capital arrangement and preparation; research and use of sea sand as filling material, etc.

Prime Minister Pham Minh Chinh emphasized the Government's viewpoint of promoting decentralization and authorization; allocating resources, improving implementation capacity for subordinates; and strengthening supervision and inspection of the implementation of important national projects and key works in the transport sector.
