Urgent disbursement of key transport projects

The leader of the Ministry of Transport said that although the disbursement progress of the Ministry of Transport is still maintained at a higher level than the national average, reaching about 52% of the annual plan (the national average is 42.3%).

However, to disburse the remaining capital of about 46,000 billion VND in the last 5 months of the year is a huge challenge, requiring determination and innovation in implementation by investors, project management boards and close supervision and monitoring by advisory agencies.

Accordingly, the Ministry of Transport requires that for projects preparing for investment such as: National Highway 8C of the Ha Tinh Department of Transport; the eastern bypass of Dong Ha city of the Quang Tri Department of Transport; National Highway 4B Lang Son of the Lang Son Department of Transport; Ho Chi Minh road section Cho Chu - Trung Son Intersection, Rach Soi - Ben Nhat, Go Quao - Vinh Thuan of the Ho Chi Minh Road Project Management Board, investors must resolutely speed up investment preparation procedures, start construction of projects on schedule to disburse allocated capital.

For some component projects of the North-South Expressway project in the period of 2017-2020 (phase 1) such as: My Thuan 2 bridge, Dien Chau - Bai Vot, Cam Lam - Vinh Hao, investors are requested to direct contractors to concentrate human resources, machinery, increase construction sites to speed up construction progress; review contract regulations to propose handling according to regulations in case investors do not meet the required capacity.

Particularly for the North-South Expressway project in the period of 2021-2025 (phase 2), it is determined that the progress of capital disbursement for site clearance is still slow and does not meet requirements. Investors and the Project Management Board need to coordinate with localities to focus on resolving difficulties and completing procedures to speed up the disbursement progress. At the same time, review and regulate the site clearance capital that is expected to not be fully disbursed for construction work, and strive to disburse all assigned capital.

By the end of August 2023, the disbursement results of the Ministry of Transport were more than twice as high as the same period last year in terms of value, continuing to remain higher than the national average.

According to statistics from the Department of Planning and Investment (Ministry of Transport), by the end of August 2023, of the total public investment capital plan assigned by the Prime Minister (more than 95,200 billion VND), the Ministry of Transport disbursed about 49,723 billion VND, reaching about 52% of the annual plan.

The disbursement progress by the end of August 2023 reached 95% of the plan registered by investors. Compared to the same period in 2022, this high disbursement result is more than 2 times higher in value and 12% higher in rate.

Also according to the Department of Planning and Investment, the disbursement value in the past 8 months was concentrated in North-South expressway projects, reaching more than 36,200 billion VND, accounting for nearly 74% of the disbursement value of the entire Ministry of Transport. Of which, the North-South expressway projects in phase 1 disbursed nearly 9,500 billion VND, reaching 54% of the annual plan and 98% of the plan registered by investors.

The North-South Expressway Phase 2 project disbursed nearly VND26,800 billion, reaching 59% of the annual plan and 93% of the plan registered by investors. In addition, important and urgent projects disbursed VND547 billion, reaching more than 34% of the annual plan and 60% of the plan registered by investors.

ODA projects disbursed more than VND5,000 billion, reaching 65% of the annual plan and 99% of the disbursement plan registered by investors. Other domestic projects disbursed VND7,870 billion, reaching 35% of the annual plan and 96% of the plan registered by investors.

According to economic experts, the disbursement results in the first 8 months of 2023 of the Ministry of Transport are almost equal to the disbursement figure for the whole year of 2022, showing the great determination of the Ministry of Transport. This effort contributes to increasing the feasibility of the roadmap to bring the expressway network nationwide to 3,000km by 2025 and 5,000km by 2030.
