According to the results of the assessment of the digital transformation index (DTI) at the department and district levels in Hai Duong province in 2023, Thanh Ha district ranked last at the district level with 357.32/570 points.
The Hai Duong province district-level digital transformation assessment index has 8 criteria, of which Thanh Ha district ranked last in 3 criteria, including: digital infrastructure (36.94/50 points), digital human resources (35.26/50 points) and digital government activities (126.2/150 points). Other criteria also achieved low scores such as digital economic activities only reaching 14.96/100 points, ranked 11/12; digital social activities 55.01/100 points, ranked 8/12; information security 18.95/50 points, ranked 7/11 (2 districts had the same score), digital awareness 30/50 points, ranked 3/5; digital institutions 40/50 points, ranked 2/3.
Compared to the unit at the top of the district-level digital transformation rankings, Gia Loc, Thanh Ha district is 49.85 points behind in total.
The reason Thanh Ha has many low digital transformation criteria is because awareness of digital transformation is not comprehensive and uniform in localities, agencies and units. In 2023, the rate of online administrative procedure settlement records only reached 87.09%, lower than the average level of the province (87.4%). The operation of electronic information pages of communes and towns has not met requirements and has little information.
Human resources for information technology and digital transformation from district to commune are still lacking, most of them are part-time, untrained, and do not have specialized staff in cyber security. The investment budget for information technology application and digital transformation tasks is still limited, not meeting the requirements.
The operation of community digital technology teams in villages and residential areas is ineffective.
