Currently, in Thai Binh province, there are 7 industrial parks and 35 industrial clusters in operation, with a total number of workers of about 119,000 people; of which, workers in industrial parks are about 63,700 people, in industrial clusters are about 55,000 people...
According to calculations by the Department of Construction of Thai Binh province, the demand for social housing in the province is quite large, in the period of 2021-2025, the total demand is about 53,600 people, about 1.1 million square meters of floor space, with over 17,400 apartments. However, up to now, Thai Binh province has only 8 social housing projects in operation, with a total of 2,000 social housing apartments.
Mr. Pham Viet Anh, Director of the Department of Construction of Thai Binh province, said that attracting investors to participate in proposing the construction of social housing is facing many difficulties because the Government issued Decree No. 49/2021/ND-CP and Decree No. 35/2023/NDCP amending a number of contents on mechanisms and policies for social housing development. Investors of social housing projects are not exempted from land use fees, land rent, and are not allowed to reserve 20% of the total residential land area invested in building technical infrastructure systems...
In addition, slow site clearance is also a factor affecting the investment progress of housing development projects, including social housing projects.
Faced with the above situation, in order to remove the "bottleneck" to develop social housing, meeting the social housing development targets set by the Prime Minister in the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial parks in the period of 2021-2030", Mr. Nguyen Quang Hung, Vice Chairman of the People's Committee of Thai Binh province, said that the People's Council of Thai Binh province has approved a Resolution to promulgate a support mechanism for the implementation of social housing construction investment projects in the province.
Accordingly, Thai Binh province will support all compensation, support and resettlement costs when the State reclaims land for the entire land area of the social housing construction investment project.
Along with that, Thai Binh province supports additional costs for site clearance and construction of technical infrastructure works with a support level of 200,000 VND/m2 for the entire land area of social housing construction investment projects according to detailed planning approved by competent authorities.
The subjects of application are agencies, organizations and individuals participating in or related to social housing investment activities in Thai Binh province. The funding source is from the provincial state budget.
In addition, Thai Binh province will simplify procedures for investors of social housing projects in the province.
To date, Thai Binh province has carried out detailed planning for 63 locations for social housing development, with a total planned land area for social housing construction of more than 162.7 hectares; of which, 9 locations are planned for independent social housing projects, with an area of 51 hectares; 51 locations are 20% land fund in commercial housing projects and urban areas being implemented in the province.
At the same time, review the planning of industrial parks. In case there is no land fund for housing development for workers and laborers in the industrial park, consider adjusting the planning to supplement the land fund in the industrial park or plan to supplement the land fund near the industrial park to develop housing for workers and laborers....
Thai Binh province strives to complete the construction of about 22,750 social housing units in the 2026-2030 period, equivalent to more than 1.5 million square meters of social housing apartment floor space...
