Ministry of Construction informs about lack of social housing while many projects are abandoned

On October 17, a representative of the Ministry of Construction said that according to voters' feedback, there are currently many low-income people without housing, many real estate projects are abandoned but low-income people cannot access them.

Regarding the above content, the Ministry of Construction recommends that the People's Committees of provinces and cities strengthen and improve the effectiveness and efficiency of inspection, examination, supervision, urging, and guidance on the implementation of investment, construction, management, and business of real estate projects; fundamentally solving the housing needs of the people.

Regarding the development of social housing, the representative of the Ministry of Construction said that from 2015 to present, the implementation of policies and laws on housing development and social housing has contributed to solving the housing needs of people in general and groups of beneficiaries of social housing policies in particular, low-income people have access to housing and improved quality of life.

According to a summary of local reports on the results of social housing development for low-income people in urban areas and industrial park workers, from 2010 to present, there have been about 804 social housing projects implemented nationwide with a scale of 573,992 apartments.

Of the 804 social housing projects above, 376 projects have been completed with a scale of 195,676 units; 128 projects have started construction with a scale of 115,379 units; 300 projects have been approved for investment with a scale of 262,937 units.

With the number of social housing projects that have been and are being implemented, in the coming time, the demand for housing for low-income people will improve.

Regarding many abandoned real estate projects, a representative of the Ministry of Construction said that according to the law, the process of implementing investment, construction, management, exploitation, and real estate business of real estate projects must comply with many legal systems (such as planning law, land law, investment law, construction law, and real estate business law).

Specifically, according to the provisions of the law on land, real estate projects must be implemented and put into use within 2 years from the date the project investor receives the land handover. After the above deadline, if the project investor fails to put the land into use without a valid reason, the project investor may have the land area that the project investor has received to implement the project revoked.

In addition, according to the provisions of the law on investment, project investors will be penalized if they do not implement construction investment according to the progress and content of the real estate project approved by the competent state agency.

“Therefore, to limit the situation of abandoned real estate projects and slow implementation as reflected by voters, localities need to strengthen and improve the effectiveness and efficiency of inspection, examination, supervision, urging, and guidance on the implementation of investment, construction, management, exploitation, and business of real estate projects in accordance with the provisions of law,” emphasized a representative of the Ministry of Construction.
