Why do traffic accidents on provincial road 396 through Ninh Giang increase?

At 2:08 a.m. on May 31, NVA (born in 2008, Thanh Giang commune, Thanh Mien) was riding a motorbike without a license plate carrying NQN (born in 2008, Ung Hoe commune, Ninh Giang) on ​​the wrong side of the road, unable to control his speed, and crashed into a milestone on Provincial Road 396 through Dong Tam commune (Ninh Giang).

The accident caused N. to be taken to the provincial General Hospital for emergency treatment, and later died on June 6, 2024.

Another accident occurred at 7:05 p.m. on February 23 on Provincial Road 396 through Hong Du Commune (Ninh Giang). Mr. Nguyen Van Tach (born in 1957, in Hong Phong Commune, Ninh Giang) was riding a motorbike 34L-0346 in the direction from Me Bridge to Dam Bridge when he collided with Mr. NQV (born in 1960, in Hong Du Commune) who was walking in front in the same direction. As a result, at 1:00 p.m. on February 27, Mr. V. died at home.

Recently, at around 7:00 a.m. on November 6, on Provincial Road 396 through Hong Du Commune, Mr. Vi Van Thu (born in 1982, residing in Son La Province) driving car 99H-001.92 in the direction of Hong Du Commune - Ninh Giang Town collided with motorbike 34P6-2151 driven by Mr. HTH (born in 1970, in Dau Tri Village, Hong Du Commune, Director of Hong Thai People's Credit Fund) going in the opposite direction. The accident caused Mr. H. to die on the spot, and both vehicles were damaged.

According to Ninh Giang District Police, from October 2022 (the construction of the East-West axis road through the district began) to November 26, 2024, 21 traffic accidents occurred on the route, killing 9 people. Compared to the same period 2 years ago, traffic accidents increased by 19 cases, 7 more deaths, and 20 more injuries.

Since the beginning of the year, there have been 13 traffic accidents on Highway 396 through Ninh Giang, killing 4 people and injuring 15 people, an increase of 8 accidents, 1 death, and 9 injuries compared to the same period in 2023.

Witnessing many traffic accidents with serious consequences, Ms. Truong Thi Lien in An Rac village (Hong Du commune) said: "Selling goods near the road, I often see collisions and traffic accidents, especially in the evening. The new 396 road is higher than the intersection of the alley, I have to accelerate uphill when riding my electric motorbike from the alley, and visibility is limited, so it is very dangerous. In fact, there are many collisions due to this reason."

Many subjective errors

According to the Traffic Police and Order Team (Ninh Giang District Police), the violations and causes of accidents on Provincial Road 396 are mainly speeding and lack of attention from drivers.

Provincial Road 396 (East-West axis road) through Ninh Giang district is being expanded with a road surface width of 12 m, passing through the communes of Vinh Hoa, Dong Tam, Hong Du, Hong Phong, Kien Quoc, Hong Phuc, Hung Long, and Van Hoi.

The route is about 16 km long, adjacent to many residential areas with many intersections; heavy traffic, especially in the morning and late afternoon.

In reality, traffic accidents show that wide, open roads cause many drivers to drive at high speeds, and many people's awareness of obeying traffic laws is limited.

Some households living along the road have not changed their travel habits, believing that they do not need to wear helmets when traveling a short distance from home. The new traffic sign and public lighting system is still under construction, so there is a potential risk of traffic accidents, especially at night.

With the increasing number of traffic accidents on the route, the People's Committee of Ninh Giang district requested the authorities to increase patrols, handle traffic violations, and at the same time widely propagate to raise awareness of traffic participants.

From January 1 to November 26, the Traffic Police - Order Team (Ninh Giang District Police) detected and handled 481 cases of traffic violations, mainly for not wearing helmets, speeding, alcohol concentration... on provincial road 396, fined more than 985 million VND, detained 124 vehicles, revoked 25 driving licenses...

Ninh Giang District Police organized 8 traffic safety propaganda sessions for nearly 7,000 people and students in communes along the route.

Ninh Giang District People's Committee has also requested the Department of Transport, the Provincial Traffic Safety Committee, and the Provincial Construction Investment Project Management Board to consider adding speed limit signs on the route to ensure traffic safety.
