Good experience in land clearance for East-West axis road in Ninh Giang

The East-West axis road construction investment project of Hai Duong province is a key traffic project, with a total length of 36.49 km passing through 3 districts of Thanh Mien, Ninh Giang, and Tu Ky. Of which, the section passing through Ninh Giang district is 15.61 km, the longest of the 3 localities. The scope of the project passes through 8 communes of the district: Van Hoi, Hung Long, Hong Phuc, Kien Quoc, Hong Phong, Hong Du, Dong Tam and Vinh Hoa. The total land area to be recovered is 43 hectares, of which 7 hectares is agricultural land, the rest is other types of land, related to more than 1,000 households that must be compensated and supported for site clearance. This mainly focuses on the section along provincial road 396, about 14 km long. Households on this section of road have a large and complicated volume of works, assets, and architecture, with many types of land of different origins, so the declaration and counting process is not simple.

In the spirit of not letting site clearance affect the project progress, Ninh Giang District Party Committee has established a Steering Committee for compensation and site clearance for key projects in the district in the period of 2021-2025, a Steering Committee Support Team, with the District Party Secretary as the Head of the Committee. The District People's Committee has completed the Compensation Council to support site clearance for projects in the district, with the Vice Chairman of the District People's Committee as the Chairman of the Council, assigning specific tasks to members of the Steering Committee and the Support Team.

The site clearance for the East-West axis road project in Ninh Giang is carried out in the spirit of strengthening propaganda and mobilization, strictly complying with regulations and procedures in supporting site clearance, ensuring maximum rights and legitimate interests of the people. The "rolling" site clearance method has been effectively applied by Ninh Giang. Based on reviewing and classifying land origins, the Site Clearance Council implements easy tasks first, difficult tasks later. Priority is given to clearing areas of traffic corridors and agricultural land first. Then, simultaneously implement site clearance related to residential land areas.

Up to now, the district has basically completed compensation for site clearance and project implementation in 1,194 out of 1,196 approved cases, made 18 payments of compensation costs with a total amount of more than 68 billion VND to organizations, households and individuals, and handed over the site to the investor to implement the project to ensure the required progress.

Untie each knot

When embarking on the site clearance work, Hong Du commune was a locality with many complicated and difficult issues such as moving the 120-year-old ancestral grave of the family, moving the banyan tree over 200 years old. There were cases that were eligible for compensation for site clearance but the whole family currently lived abroad... With high determination, Hong Du commune focused on solving many difficult tasks, completing site clearance, handing over 100% of the site to the investor for construction to ensure progress.

Comrade Nguyen Duc Trang, Party Secretary and Chairman of the People's Committee of Hong Du commune, said that in order to carry out the site clearance work, the locality has established a Steering Committee and a propaganda team, closely coordinating with the District Compensation and Support Council for Site Clearance to go house to house and inspect each household. The propaganda and mobilization work is carried out regularly, persistently, and divided into many phases. For favorable households, the commune will prepare records, measure, count, and pay immediately to create momentum. For difficult tasks such as moving a 200-year-old banyan tree, the locality has held meetings to collect people's opinions, organize propaganda, and mobilize people to agree.

Currently, in Kien Quoc commune, there are still 2 families, including Mr. Bui Van Hieu and Mr. Nguyen Duy Ban, whose legal residential land area must be recovered. On February 27, the People's Committee of Ninh Giang district sent a report to the Provincial People's Committee and the Department of Natural Resources and Environment on the progress and difficulties and obstacles in the work of reviewing, determining the origin, management and land use process of the land plots of the above 2 households. On March 19, the Department of Natural Resources and Environment issued a document guiding the People's Committee of Ninh Giang district on some obstacles when recovering land from these 2 households. Based on the instructions of the Department of Natural Resources and Environment, the district continues to review the records to determine the origin of land use and is expected to complete in March 2024.

Up to now, the East-West Axis Road Construction Investment Project has basically completed the construction of 34/36 km of road surface (except for the two ends of Phi Xa and Bac Hung Hai bridges which are waiting for subsidence monitoring), and is completing the traffic safety system on the route.
