Synchronize traffic infrastructure
If calculated as the crow flies from Mr. Do Van Bai's house in Ham Hy village, Cong Lac commune (Tu Ky) to Vinh Lap commune (Thanh Ha) is only about 9 km. However, every time he has to go to Thanh Ha, Mr. Bai has to travel more than 23 km from his house to Provincial Road 391 via National Highway 10 and then via Provincial Road 390 to Thanh Ha. Mr. Bai shared: "From my house to Thanh Ha, if you want to go close, the only way is to take a boat. If you don't want to take a boat, you have to accept going several times further."
Tu Ky and Thanh Ha districts are geographically close to each other, but the traffic route connecting the two localities still has many difficulties. Every day, many people in Thanh Ha and Tu Ky districts still travel across the Thai Binh River by ferry such as Bau ferry, Sy ferry, Lang ferry... to work and trade. Going by ferry is shorter but has many inconveniences, facing risks and dangers during flood season as well as high tides. However, if traveling by road in 2 directions from Tu Ky to Hai Duong city to Thanh Ha or from Tu Ky to Nguyen Giap commune along National Highway 10 to Thanh Ha, it is a "roundabout" road. Therefore, the project to upgrade the extended Provincial Road 396 (the section connecting Provincial Road 391 to Provincial Road 390) is truly the desire of the people of the two localities.
The investment project to build the extended provincial road 396 (the section connecting provincial road 391 to provincial road 390) is invested by the Provincial Construction Investment Project Management Board, with a cost of about 846.420 billion VND. The total length of the main route is about 7.61 km (of which the section in Thanh Ha district is about 3.66 km, the section in Tu Ky district is about 3.95 km).
The starting point of the project connects to the intersection between the East-West axis road and provincial road 391 at km24+600 in Cong Lac commune (Tu Ky). The route runs northeast through Cong Lac and An Thanh communes (Tu Ky), crosses Thai Binh river to Vinh Lap commune, joins Thanh Cuong-Vinh Lap district road, and continues along the existing road connecting to the intersection between provincial road 390 and Quang Thanh bridge approach road at km35+181.37 in Thanh Cuong commune (Thanh Ha).
According to the project, the road section is invested and built according to the scale of a level III plain road, with a design speed of 80 km/h, a 12 m wide roadbed, a 11 m wide road surface, and a high-grade A1 asphalt concrete road surface structure. Of which, the section from km0 - km5 + 296.56 passing through Cong Lac and An Thanh communes (Tu Ky) and Vinh Lap commune (Thanh Ha) with a length of about 5.27 km will be completely new. The section of provincial road 390 from km6 + 80 - km7 + 610.60 in Thanh Ha district with a length of about 1.53 km will be renovated and upgraded. At the same time, a bridge over the river with a prestressed reinforced concrete structure, a bridge width of 12 m, and a clearance for level III rivers will be built.
Create development momentum
The investment project to build the extended provincial road 396, after completion, will complete the regional traffic infrastructure network according to the planning, forming the provincial belt axis connecting the districts of Binh Giang, Thanh Mien, Ninh Giang, Tu Ky and Thanh Ha. This road connects with the Hanoi - Hai Phong expressway and National Highway 37, facilitating traffic and linking the southeastern districts of Hai Duong province with neighboring provinces and cities.
According to the approved Hai Duong Provincial Planning for the period 2021 - 2030, with a vision to 2050, the southeastern region of the province, including Thanh Ha, Ninh Giang and Tu Ky districts, is an area for developing specialty agriculture, associated with commodity production; centers for processing industry, light industry; developing tourism, trade and services associated with agriculture. Building urban clusters associated with production areas. Therefore, the extended Highway 396 will be a vital traffic route directly connecting these three localities and neighboring areas.
Comrade Hoang Tuan Nha, Chairman of An Thanh Commune People's Committee, said that the investment in the project to upgrade the extended provincial road 396 (the section connecting provincial road 391 to provincial road 390) is very important, helping people travel conveniently. Not only that, the route will open up opportunities for economic trade connection between Tu Ky district, Ninh Giang with Thanh Ha district, shortening the time and cost of traveling to Hanoi, Hai Phong, Quang Ninh. Particularly for An Thanh commune, this project will create opportunities for the commune's branded agricultural products such as rươi, cay, and organic rice to be consumed more conveniently, contributing to the strong socio-economic development of the commune.
According to the Provincial Construction Investment Project Management Board, the section from km5+269.56 - km7+610.6 and branch 3 of the intersection at km5 are currently undergoing site clearance. The total area of land to be recovered is about 3.9 hectares, involving 219 households and 1 organization. Up to now, the Thanh Ha District Site Clearance Council has basically completed the inventory and approval of the agricultural land compensation plan, and is determining the origin of the land to develop a compensation plan for the residential land area. The Provincial Construction Investment Project Management Board is carrying out the appraisal and approval of the construction drawing design documents to organize the selection of construction contractors. For the remaining sections, the Provincial Construction Investment Project Management Board is selecting contractors to survey and design and coordinate with localities to implement site clearance.
