The Party's "eyes and ears" at the grassroots level: Part 1 - Many limitations discovered

Mr. Pham Van Hung, Deputy Head of the Community Investment Supervision Board, member of the People's Inspection Board of Minh Duc Commune (Tu Ky) took us to visit the construction site of the primary school's principal's house in the process of completion. Lifting a corner of the tarpaulin covering about 100 cubic meters of construction sand, Mr. Hung said: "This is the amount of sand for filling that does not meet the standards as in the approved documents. The construction unit intended to use it for construction but we discovered it, made a record, and requested to replace it with other sand."

Mr. Hung walked into the place where the construction workers were working and reminded them: "Last time, while working on the roof of this project, we discovered that the ties were placed in the wrong load-bearing area. We had to untie and retie them, which took a lot of time and affected the construction progress. For the remaining work, I hope you will do it as required," Mr. Hung advised.

Minh Duc commune has 5 projects under construction, mainly related to renovating and upgrading roads and schools. The commune People's Inspection Board has 11 members, who also participate in the Community Investment Supervision Board. "The members take turns supervising the projects every day. We have a firm grasp of the construction documents before the projects start, so violations rarely occur," said Nguyen Van Tuan, Vice Chairman of the Commune Fatherland Front Committee and Head of the Minh Duc Commune People's Inspection Board.

Coming to Minh Tan commune (Nam Sach), we were impressed with the beautiful commune roads that have just been upgraded and renovated. It is known that during the entire process of road construction, members of the People's Inspection Committee, who also supervise the community's investment, were always present at the construction site.

Mr. Nguyen Dinh Chien, Head of the People's Inspectorate of the commune, said: When building the commune's main road from the medical station to the Hung Thang village gate, he discovered that the construction unit had filled in the existing drainage ditch. If it was not restored later, it would cause flooding during storms. Mr. Chien petitioned the Party Committee, the government and the contractor to restore this ditch. When building the commune's main road from the post office to the beginning of Mac Xa village, he found that some sections of the road surface, although guaranteed according to the design, were still shallow, and later on, with more vehicles, the road surface could easily crack, so he petitioned to lower it deeper and compact it more tightly, and this was met...

A leader of a ward in Hai Duong City (who requested anonymity) revealed: "Recently, a fairly large project in our area was forced to temporarily stop while the foundation was being built to change both the contractor and the construction unit due to improper design and use of substandard materials... The local Community Investment Supervision Board discovered these violations."

...to incidents arising in the community

Mr. Nguyen Van Long, Chairman of the Fatherland Front Committee of Tu Ky town, told us about many problems arising in the community that were discovered by the People's Inspectorate. That was the case of a household in La Tinh Nam area arbitrarily leveling, building walls, and embankments over the canal system to serve production. A unit constructing an underground power line in An Nhan Tay area did not follow the design, damaging the road and breaking the drainage system. Several households violated the regulations on building tombs and encroaching on land. Then there was the case of Mr. Nguyen Van Soa, a member of the People's Inspectorate of An Nhan Tay area, monitoring and discovering dozens of households illegally scooping up rice fields at night... Mr. Long informed: "All the cases were discovered early by the inspectors, and recommendations were made for timely resolution. Their role and responsibility at the grassroots level are extremely important."

Last year, a citizen in Vinh Mo village, Le Hong commune (Thanh Mien) filed a complaint against the former Party cell secretary and village chief for improperly distributing wages to those involved in land consolidation. The commune People's Inspectorate stepped in and determined that those responsible for dividing the fields did not receive wages but contributed to the village. The Party cell secretary used the money to buy a ping pong table for the village, not for personal purposes, but did not make a public announcement. After the announcement, the people felt satisfied and had no more comments.

Mr. Bui Quang Tho, Head of the People's Inspectorate of Le Hong Commune, said: "We accept and resolve all cases, even the smallest ones, from the people. That's why for many years now, the local people's situation has always been stable."

We have investigated the reality in many places in the province and found that in the community, many problems often arise from violations of land, environment, security and order, family conflicts... But no matter how big or small the matter is, it cannot escape the "ears and eyes" of the members of the People's Inspection Committee. They always promptly grasp the situation and make recommendations to the Party Committee and the government to resolve any problems arising right at the grassroots level.

The above force also participates in the process of mobilizing and reconciling thousands of conflicts at the grassroots level every year. Thanks to that, political security, social order and safety, and the people's situation in Hai Duong are always stable.
