The People's Inspection Committee at the commune level is a channel to promote the people's right to supervise, master and participate in social management. The activities of this committee in many localities still face many difficulties and obstacles.

After the 2019 reorganization and merger of commune-level administrative units, the province currently has 235 commune-level People's Inspection Committees (PPCs) with 2,180 members. 167 PPCs have 7-10 members; 68 PPCs have 11-15 members. 220 PPC heads are Vice Chairmen of the Commune Fatherland Front Committee.
In April 2022, the Provincial National Assembly Delegation supervised the implementation of the Law on Inspection in the province and recorded many opinions on the difficulties in current regulations related to the activities of the People's Inspection Committee. The support regime for members of the People's Inspection Committee is a shortcoming that many localities have commented on. According to regulations, the tasks of the People's Inspection Committee are quite broad, the workload is large, but the state budget only supports the activities of the committee without any regime for its members. Currently, the People's Inspection Committees at the commune level in the province are allocated operating funds of only 6-8 million VND/year, depending on the number of members.
"The fact that members of the People's Inspection Committee do not receive regular monthly support to operate while the responsibility is great makes many people not very interested and find it difficult to stick with the People's Inspection Committee for a long time. In addition, the lack of specific regulations on the mechanism to encourage and reward members of the People's Inspection Committee when detecting acts of corruption, negativity or recovering assets for individuals and organizations is also one of the reasons why the People's Inspection Committee's activities easily fall into a superficial state," said Ms. Luu Thu Hang, Chairwoman of the Vietnam Fatherland Front Committee of Nam Hung Commune (Nam Sach).
Ms. Hang said that there should be a regular monthly financial support level for members of the People's Inspection Committee and regulations on rewards and incentives when the People's Inspection Committee discovers violations that cause loss and waste of State capital, and recovers assets of great value.
Inadequate term of office
Some localities have expressed their opinion that the term of the People's Inspection Committee lasting 2 years is unreasonable. According to Mr. Dang Van Hach, Head of the Legal Democracy Committee, Provincial Fatherland Front Committee, this causes a considerable waste of human resources, time, and funds when completing the People's Inspection Committee for the new term. On the other hand, when members of the People's Inspection Committee have just become familiar with professional work, their term ends and training must be organized immediately for new members.
Mr. Pham Van Dung, who has been involved in the People's Procuracy work in Tan Phong commune (Ninh Giang) for more than 21 years, also agreed to extend the term of the People's Procuracy Board. "Extending the term of the People's Procuracy Board to 5 years will make its activities more in-depth and effective," said Mr. Dung.
The activities of the People's Inspection Committee still face many difficulties because the responsibilities of competent authorities in receiving and resolving recommendations after supervision have not been clearly defined; many organizations and individuals have not actively cooperated with the People's Inspection Committee. In some places, the Party Committee and the government have not regularly paid attention to directing and creating favorable conditions for the work of the People's Inspection Committee.
In the 2019-2021 term, the People's Inspection Committees at the commune level discovered and recommended 3,349 cases (an increase of 124 cases compared to the previous term), and were reviewed and resolved by authorities at all levels and functional agencies (reaching 98.1%). Of these, 804 cases of land violations were discovered, with recommendations for handling and recovery of 1,129 m2 of land; 109 economic cases, with over 138 million VND recovered; 586 cases of security and order; 538 cases of culture and society, and 1,249 cases in other fields. In addition to monitoring according to regulations, the People's Inspection Committees have increased their participation in monitoring issues related to the legitimate rights and interests of the people that are of public concern, such as the establishment, implementation, and management of planning and land use in communes, wards, and towns; the implementation of preferential policies and regimes for people with meritorious services; the collection, expenditure, and settlement of commune-level budgets; and the management and use of funds contributed by the people... |
