The specific job of members of the People's Inspection Committee and Community Investment Supervision Committee is to "scrutinize" limitations in order to promptly advise local Party committees and authorities on solutions. Therefore, it is inevitable that they will have to face barriers, difficulties, and even temptations.
During his decades of work, Mr. Bui Trong Mai, Head of the People's Inspectorate of Chi Lang Nam Commune (Thanh Mien), discovered that some construction units used unfinished bricks and steel to build some items at the school that were not in accordance with the design. Mr. Mai said: "There was a time when they wanted to cover up and give bribes to be ignored, but I refused outright. Receiving their money is not worthy of the people's trust. After the project was completed with poor quality, our children and grandchildren will suffer later."
About 3 years ago, a cousin of Mr. Mai in An Duong village arbitrarily filled in part of the commune's auctioned pond to build a public facility. Putting aside their family relationship, he resolutely made a record and reported to the local leaders for handling. At first, his cousin resisted, but Mr. Mai persistently explained so that the cousin finally understood and complied.
In 2021, Tu Ky town implemented a project to renovate and upgrade the sidewalk of Provincial Road 391. Members of the People's Inspection Committee discovered that the construction unit used substandard concrete and had not poured the concrete to a thickness of 15 cm. Although the construction workers were all acquaintances and relatives, the members of the committee made a record and requested that it be redone according to the commitment. In 2018-2019, the Community Investment Supervision Committee discovered that the quality of cement used to build classrooms at the town's Secondary School was substandard. The construction unit asked for "compensation" to be ignored, but the members refused and requested that it be remedied.
The People's Inspectorate of Dinh Son Commune (Cam Giang) once discovered that some households in Bang Quan Village arbitrarily used soil to fill part of the village well and pond area for their own purposes. However, due to fear of conflict, village officials have not yet intervened to resolve the issue satisfactorily, allowing it to persist. Mr. Vu Van Canh, Head of the People's Inspectorate of Dinh Son Commune, boldly raised these limitations at many meetings, and at the same time made recommendations to the Party Committee and the People's Committee of the commune for handling. "Up to now, the leaders have assigned specialized officials to make a record of the settlement. We are frank with each other for the common good, for stability at the grassroots level, and give constructive comments, with reason and emotion, so there is nothing to be afraid of," said Mr. Canh.
Silent
One July afternoon, it was pouring rain and thunder filled the sky. However, Mr. Nguyen Nhu Hai, Deputy Secretary of the La Tinh Bac District Party Cell and member of the People's Inspectorate of Tu Ky Town, still went to check the flooding situation on some roads. "I saw some households bringing soil to cover the concrete cover above the drainage ditch to grow vegetables. The soil followed the rain and flowed down into the gap next to the manhole cover, which could cause flooding. I had to go check and if there was any, I would recommend immediate solutions," Mr. Hai informed.
Last year, four villages in Hong Duc Commune (Ninh Giang) simultaneously upgraded rural roads. To ensure progress, the construction unit worked all night. Members of the People's Inspection Board, who also supervise community investment, did not mind the hot weather and were always present at the construction site to supervise. "The work was continuous, so many days they did not eat dinner, supervising until 9 p.m. before stopping. The work was hard, quiet, and there was no pay, but the workers did not complain at all," said Pham Van Khoi, Vice Chairman of the People's Committee of Hong Duc Commune.
We have noticed that many members of the People's Inspection Committee and Community Investment Supervision Committee, despite their advanced age, are still diligently participating in their work and are trusted by the people. They still actively participate in training courses, professional development, and legal studies to improve their knowledge and meet the requirements of their tasks in the new situation.
It was even more touching to learn that up to now, apart from being granted a few million VND each year to maintain the general activities of the People's Inspection Committee, the members of these committees have not received any allowances. The Head of the People's Inspection Committee used to receive allowances but now does not have any either. They "eat at home and carry the burden of the whole village" but are not afraid of hardships and disadvantages, silently contributing to their homeland.
The People's Inspection Committees of 235 communes, wards and towns in Hai Duong have more than 2,000 members. Of these, over 33.5% are party members, 7.31% have intermediate political theory qualifications, 7.11% have college or university qualifications, 10.33% have intermediate qualifications, 39.25% have high school qualifications, and the rest have junior high school qualifications. According to the report on the assessment and classification of the quality of the People's Inspection Committees' activities by the Provincial Fatherland Front Committee, 86% of the People's Inspection Committees in the province have good quality of activities, 11.9% have good activities, and only 2.1% have average activities.
