Regarding this project, there are still 51 households that have not agreed to hand over the land.

The Chairman of the Provincial People's Committee directed the People's Committee of Tu Ky district to review and ensure all legitimate and legal rights of people whose land is recovered, closely consolidate land recovery records, compensation, and support according to regulations, and at the same time direct and effectively implement propaganda, mobilization, and persuasion work to persuade people whose land is recovered to comply with the land recovery decision.

After mobilizing and persuading but the person whose land is recovered does not comply, Tu Ky District People's Committee, based on regulations and on the basis of reviewing and completing the dossier, ensuring sufficient conditions for enforcement, will organize the enforcement according to authority and regulations of law, handing over the site for project construction.

The Department of Natural Resources and Environment shall preside over, coordinate, monitor, urge, guide and inspect the implementation of review, completion of land recovery dossiers, compensation, support, implementation of land recovery procedures, and forced land recovery according to regulations.

Previously, on June 10, 2024, the Department of Natural Resources and Environment issued a document advising the Provincial People's Committee to request compulsory land recovery to implement the investment project to build a new residential area in Tu Ky town.

The project to invest in the construction of a new residential area in Tu Ky town is invested by the joint venture of Newland Investment Joint Stock Company and Newtech Construction Joint Stock Company. The project was approved by the Provincial People's Committee for detailed construction planning, scale 1/500 in Decision No. 298/QD-UBND dated January 20, 2020 and approved the project investment policy in Document No. 720/CTĐT-UBND dated March 8, 2021. The project was approved by the Hai Duong Provincial People's Council for land recovery and permission to change the purpose of using rice-growing land in Resolution No. 28/NQ-HDND dated December 24, 2020; extended the approval for land recovery and permission to change the purpose of using rice-growing land in Resolution No. 01/NQ-HDND dated March 20, 2023. The project is identified in the Land Use Plan for 2021, 2022, 2023 and will be implemented in 2024 of Tu Ky district. This plan was approved by the Provincial People's Committee in Decision No. 126/QD-UBND dated January 16, 2024.

The Tu Ky town new residential area construction investment project is identified as one of the key projects of Tu Ky district in the period of 2021-2025. The total area of ​​land clearance for the project is 151,238 m2, involving 411 households. Of which, residential land has 50 households, with an area of ​​4,066 m2; cemetery land is 4,727 m2 of 56 households; agricultural land is 142,445 m2 of the town People's Committee and 305 families and individuals.

Up to now, Tu Ky district has decided to recover 142,306 m2 of land (agricultural land and non-agricultural land) from 304 households, individuals and Tu Ky town People's Committee, and approved the compensation and support plan for the recovered land area.

According to the report of Tu Ky District People's Committee, as of June 10, there are still 51 households and individuals using 35,675 m2 of agricultural land that have not yet received money or handed over the land due to opinions on the compensation price or requests for compensation and support based on the current land area in use. On the land area recovered from these 51 households, there are short-term vegetables and weeds; some households grow perennial trees, have assets built on the land or some households are supported with investment costs for the remaining land (leveling, renovating fields, and pond digging costs) because the location of the recovered land includes an area within the Crop Structure Conversion Project approved by Tu Ky District People's Committee in 2002.

The investment project to build a new residential area in Tu Ky town has an area of ​​151,238.27m2. The planned population is expected to be 2,392 people. The north of the residential area borders provincial road 391, the south borders cultivated fields and residents of An Nhan village, the east borders An Nhan village and Agribank, the west borders cultivated fields and Cau Ho river.

This residential area is planned with 2 blocks of commercial service buildings 6-9 stories high; adjacent housing lots along internal roads; kindergarten and residential cultural house; green park combined with lake, sports field, parking lot...
