There are still more than 3,700 m2 of land in the Hai Duong City Eco-tourism and Service Project (Ha Hai area) that has not been cleared.

The project's site clearance work has been prolonged and has not yet been completed. There are currently 3,713 m²Land has not been compensated for site clearance to hand over to the investor. Including 2 households at intersection No. 1 and No. 3 on Le Thanh Nghi Street, 5 households along Thanh Nien Street, 5 households in the old Tuberculosis Hospital housing area. These households have not agreed on the compensation price for site clearance, so the technical infrastructure related to the above locations has not been invested in construction.

In addition to the problem of land clearance, the Ha Hai project also has limitations in investment in technical infrastructure construction. The project investor, Ha Hai Tourism Construction Joint Stock Company, has not yet completed the construction of the 30-storey hotel and high-end nursing home. The No. 2 traffic intersection has been cleared but the investor has not yet organized construction. The project has also not completed the settlement of the value of the land fund assigned to the investor.

In August 2019, the People's Committee of Hai Duong province approved the acceptance of the Ha Hai project (phase 1). In March 2023, Hai Duong city agreed to receive management and operation of the technical infrastructure system of the Ha Hai project (phase 1).

The project still has some other problems and shortcomings.
