Disaster prevention in line with new organizational structure

On March 10, the Steering Committee for Natural Disaster Prevention and Search and Rescue of Hai Duong province requested the People's Committees of districts, towns, cities, departments, branches, and organizations of the province to focus on seriously implementing the natural disaster prevention plan for 2025.

Based on the disaster prevention plan of the Provincial People's Committee and lessons learned in preventing, responding to, and overcoming the consequences of super typhoon Yagi (typhoon No. 3) in 2024, sectors, localities, and units proactively develop, review, update, and supplement specific disaster prevention plans and options for 2025, close to practical conditions, in line with the new organizational structure according to the motto "four on-site" and the principle of "three readiness".

Strengthen and assign tasks to members of the Command Committee for Natural Disaster Prevention and Search and Rescue at all levels, sectors and units. Develop and organize training and drills for forces patrolling and guarding dikes, planting piles, digging and digging, express traffic, and disaster prevention at the commune level. Grasp the quantity and quality of vehicles, materials and equipment to promptly mobilize when situations arise...

Closely monitor weather, meteorology, hydrology, and natural disasters to promptly advise on command and response to any possible natural disaster. Strictly implement the standing, on-duty, and reporting regimes.

Speed ​​up the construction and renovation of key projects for flood and storm prevention, inland irrigation, natural disaster prevention and mitigation to ensure quality requirements. In particular, pay attention to construction incidents that occurred during storm No. 3 and post-storm floods, proactively develop protection plans according to the "four on-site" principle and implement them when there are adverse developments.

Mobilize all financial resources for disaster prevention and mitigation and search and rescue to urgently and promptly resolve natural disaster incidents. Identify natural disaster prevention as the task of the entire political system, the entire people and the entire society, and as a key and urgent task of the year.

The National Center for Hydro-Meteorological Forecasting and the Provincial Hydro-Meteorological Station assessed that the average temperature this year in the Hai Duong area is generally 0.5-1 degree Celsius higher than the average of many years; total rainfall tends to be approximately equal to or higher than the average of many years.

The flood season in 2025 is likely to come late and there will be no minor floods. From July to December, the number of storms and tropical depressions operating in the East Sea, as well as affecting the mainland, is likely to be approximately the same as the average of many years.
