The Investigation Police Agency of Ha Tinh Police has just initiated a case, prosecuted the accused, and temporarily detained Truong Thi Luu for the crime of "Fraudulent appropriation of property".
According to the investigation agency, in 2017, Truong Thi Luu (born in 1986, residing in Thach Quy ward, Ha Tinh city) signed a contract to become a SIM card sales point and money transfer collection service with Viettel Ha Tinh Company, the store is located in Thach Quy ward.
From 2017 to around the end of 2020, the store operated normally. By the end of 2021, due to business losses, Truong Thi Luu went bankrupt and lost the ability to pay her debts.
To have money to pay off his debt, Luu came up with the idea of mobilizing money from many people and then committing fraud. Luu lied that he was providing money transfer services for Viettel Company with a large number of customers, a large amount of money transferred daily and a high service fee. Luu told everyone that he needed to mobilize capital to provide money transfer services for customers, promising to pay a service fee of 2,000 VND/1,000,000 VND/transfer and at least 5 transfers per day.
The investigation agency determined that on October 27, Truong Thi Luu committed fraud and appropriated money from two victims, Ms. D.TDT and Ms. PTTC (both residing in Ha Tinh City), totaling over 1.1 billion VND.
Using the above tricks, from the end of 2021 to October 27, 2023, Truong Thi Luu fraudulently mobilized capital to provide money transfer services from more than 20 people, appropriating a total amount of more than 50 billion VND.
Embezzling money from many people, Luu used it to pay debts and fees for others in the form of tricking one person into paying another.
Because the fee that Liu offered was high, many people contributed capital to Liu to enjoy the money transfer service fee.
At the Investigation Police Agency, Truong Thi Luu confessed all her crimes.
Currently, the Investigation Police Agency of Ha Tinh Province is focusing on expanding the investigation of the case to identify more victims in Ha Tinh province.
Ha Tinh Provincial Police announced that anyone who is a victim in the case of Truong Thi Luu "Fraudulent appropriation of property" should contact the Office of the Investigation Police Agency, the Provincial Police for resolution.
