Directing decisively, understandingly and reasonably
Talking to us, Mr. Luong Anh Trieu, 84 years old, in Phuong Quat village, Dai Son commune (Tu Ky) was excited that for more than a year now, he has been enjoying the additional war invalid regime. Mr. Trieu is a revolutionary contributor and previously enjoyed the sick soldier regime. When he learned that he was eligible to enjoy both the sick soldier and war invalid regimes according to the 2020 Ordinance on Preferential Treatment for People with Revolutionary Contributions, Mr. Trieu completed the procedures to enjoy the policy.
Mr. Trieu provided the authorities with a disability certificate issued in 1976 showing that he was confirmed as a type A, level 2 permanent disabled veteran; disability rate 31%. The Department of Labor, War Invalids and Social Affairs conducted verification at the competent military agencies, but the units only managed and stored records and documents showing that Mr. Trieu was a disabled veteran with a disability rate of 21% (temporary), not records and documents showing that he was a disabled veteran with a disability rate of 31% (permanent).
After many trips without receiving the benefits, Mr. Trieu registered to meet with the Secretary of the Hai Duong Provincial Party Committee to report the incident. On April 10, 2023, at the regular citizen reception, after receiving Mr. Trieu's feedback, Secretary of the Provincial Party Committee Tran Duc Thang directed to urgently review and speed up the process of resolving the incident. The Department of Labor, War Invalids and Social Affairs requested the competent authority to conduct a technical criminal examination and determine that Mr. Trieu's disability certificate issued in 1976 showed no signs of technical abnormalities. This is an important basis for Mr. Trieu to receive additional benefits. "I am very grateful to the Secretary of the Provincial Party Committee. Thanks to the drastic, understanding and reasonable direction of Comrade Tran Duc Thang and the relevant authorities, I was able to receive benefits sooner," Mr. Trieu emotionally shared.
As the fourth generation descendant of Baron and Minister Doan Dinh Duyet, Mr. Doan Xuan Truong, 71 years old, has been worried recently when the planned land to build a mausoleum to worship Doan Dinh Duyet in Dong Thap area, Van Hoi commune (Ninh Giang) was encroached upon by some households and illegal constructions. Hoping that the matter would be resolved soon, Mr. Truong and some of Doan Dinh Duyet's grandchildren reported and made recommendations to the Secretary of the Hai Duong Provincial Party Committee at the regular citizen reception in April 2024. After listening to the citizens' feedback, the Secretary of the Provincial Party Committee assigned the People's Committee of Ninh Giang district to quickly deploy the relocation and clearance of illegal constructions in Dong Thap area.
The Ninh Giang District People's Committee has seriously implemented the direction of the Provincial Party Secretary. Since the end of May 2024, households have begun to dismantle illegal constructions and completed the dismantling on June 23. On behalf of his clan and family, Mr. Doan Xuan Truong wrote a letter of thanks to Provincial Party Secretary Tran Duc Thang. "Along with the clearance of illegal constructions, we hope that the Party Committees and authorities at all levels will pay attention and create favorable conditions for the construction of a place of worship and the expansion of the tomb area according to the plan to be implemented soon," Mr. Truong shared.
Respect the regulations on receiving citizens
In recent times, implementing the regulations of the Central Government, Secretary of the Provincial Party Committee Tran Duc Thang has organized many meetings with citizens to listen to the people's thoughts and aspirations; promptly directed Party committees and authorities at all levels to thoroughly resolve complaints, denunciations, recommendations and reflections of the people. The drastic and timely direction of the Secretary of the Provincial Party Committee and provincial leaders has significantly contributed to speeding up the progress and promptly resolving many incidents arising in localities.
Every month, the schedule for receiving citizens by the Provincial Party Secretary and the leaders of the Provincial People's Committee is announced in advance by the Provincial People's Committee Office at the Provincial Citizen Reception Office, the Provincial Electronic Information Portal and the provincial press agencies for people to register. At the meetings, each case reported by citizens is directed by the Provincial Party Secretary and the leaders of the Provincial People's Committee to relevant departments, branches and localities to report, explain and explain to citizens; and have a plan to resolve it completely. After the meetings, the Provincial Party Committee's Internal Affairs Committee informed the Provincial Party Secretary's direction on the contents of complaints, denunciations, recommendations and reflections from citizens; coordinated with units and localities to urge, supervise and report the results of resolving each case. Thanks to the drastic and close direction, urging and supervision, many cases have been resolved completely before and within the deadline under the direction of the Provincial Party Secretary.
According to the report of the Provincial Party Committee's Internal Affairs Committee, along with many cases that have been resolved, there are still cases that have not been resolved. The main reason is that the legal regulations on economic, financial, land management... still have some shortcomings. The state management of land by People's Committees at all levels, especially at the commune level, is not strict, leading to errors and violations, giving rise to complaints and denunciations from citizens. The heads of some agencies and localities have not paid due attention to the work of receiving citizens and resolving complaints and denunciations. In particular, some citizens deliberately make complaints and denunciations that are not true to the nature of the matter; persist in making complaints and denunciations even though the case has been resolved by competent authorities in accordance with the provisions of law...
Comrade Vu Tien Phung, member of the Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee, said: "To limit complaints and denunciations, avoid the phenomenon of piling up work and pushing work to higher levels, Party committees and authorities at the grassroots level must further enhance the responsibility of leaders in receiving citizens, dialogue, and resolving citizens' reflections, recommendations, complaints and denunciations. Localities need to really focus on, be determined, and promptly resolve newly arising cases right at the grassroots level, avoiding cases becoming complicated and turning into "hot spots" of security and order. Ensure that complaints, denunciations, and recommendations of citizens are resolved in accordance with procedures, within authority, and thoroughly in terms of content; protect the legitimate rights and interests of citizens. At the same time, strictly handle violations by individuals and organizations as well as acts showing signs of taking advantage of freedom and democracy to make false complaints and denunciations for illegitimate benefits...".
