December 16, announcement of digital newspaper conversion results in 2024

The Press Department (Ministry of Information and Communications) will announce the results of the assessment and measurement of the maturity level of digital transformation of newspapers in 2024 on December 16.

In 2024, 351 press agencies participated in the training program, guiding press agencies to conduct assessments and measure the level of digital transformation maturity organized by the Press Digital Transformation Support Center directly and online on October 30-31, 2024.

Of these, 339 press agencies completed the practice test meeting the program's requirements and were granted official accounts on the Center's information portal at https://pdt.gov.vn to measure the unit's digital transformation maturity level, starting from November 1, 2024 to November 15, 2024.

The data used for input to evaluate and measure the maturity level of digital transformation of newspapers in 2024 is the actual data of the unit from October 1, 2023 to October 31, 2024; the verification documents for each selected criterion must be valid until the time of announcement of the ranking results in 2024.

The total maximum assessment score is 100 points, in which the maximum scores of the pillars are:Strategy:18 points;Digital infrastructure, digital platforms and information security:24 points;Organizational and professional uniformity:20 points;Readers, audiences, listeners:23 points andLevel of digital technology application:15 points.

The level of maturity of digital transformation of press agencies is determined based on the total score achieved of 5 pillars and is classified into 5 levels:Level 1:below 50 points - weak;Level 2:from 50 to under 60 points - average;Level 3:from 60 to under 75 points - at a fair level;Level 4:75 to below 90 points - good;Level 5:90 points or more - excellent.

The issuance of the Press Digital Transformation Maturity Index aims to provide an objective and comprehensive measure of the digital transformation process in the press industry, supporting the realization of the Press Digital Transformation Strategy to 2025, with a vision to 2030. Through this, press agencies can compare and evaluate their progress, thereby discovering strengths and weaknesses, and continuing to improve the process to meet national digital transformation requirements.

This Index also sets out the expectation of creating a digital transformation database for journalism with transparent information, thereby supporting management agencies in providing solutions to promote and effectively manage the journalism industry in the context of increasingly developing digital technology.

Answering questions before the National Assembly at the 8th Session last November, Minister of Information and Communications Nguyen Manh Hung said that recently, when assessing the maturity level of digital transformation of the press, the results showed that radio and television stations have better digital transformation. In the coming time, the Ministry of Information and Communications will direct a number of digital technology enterprises in the industry to support the digital transformation of a number of press agencies as a model and then popularize it to the remaining press agencies.

The results of the 2023 press digital transformation maturity ranking show that only 3.66% of units achieved excellent performance, 8.06% achieved good performance, 13.19% achieved fair performance, 12.09% achieved average performance, and 63% achieved poor performance.

Of which, the excellent level of the central press sector accounts for the highest rate of 50%, the radio sector 40% and the local sector 10%. As for the weak level, the highest rate belongs to the scientific magazine sector accounting for 45.35%, the central sector 31.82%, the local sector 17.44% and the radio sector 12.79%.
